Based on the current guidance to minimize the spread of COVID-19, the Department of Environmental Quality has adjusted
operations to protect the health and safety of the staff and public. Many employees are working remotely or are on staggered shifts.
To accommodate these staffing changes, all DEQ office locations are limiting public access to appointments only. Please check with

the appropriate staff before visiting our offices, as we may be able to handle your requests by phone or email. We appreciate your
patience as we continue to serve the public during this challenging time.

Dave,
This email is being sent to document the conclusions of the onsite meeting at
Permit Site 2 on project U-3109 on September 3, 2020. The meeting was

scheduled due to NCDOT’s concern about removing vegetation along the fairly
vertical banks of Mill Creek (see pictures) in order to install riprap on both sides of
the banks at the outlet end of pipes per the permit drawing (see attached). Due to
the apparent stability of the banks which was aided immensely by the existing
dense vegetation, NCDOT was reluctant to remove the vegetation in order to
replace with riprap. At the meeting, it was decided that instead of replacing the
vegetation with riprap, that NCDOT would retain the existing dissipator pad on the
north side of the creek and install a pre-formed scour hole at the outlet end of the
pipe on the southern side of the creek. A sample drawing of a pre-formed scour
hole has been attached. The southside pre-formed scour hole would be installed
more than 50 feet from the top of bank which would allow for sheet flow through
a vegetated buffer down to the creek. Impacts to the adjacent jurisdictional
stream would actually be lessened due to this proposed change. Please let me
know if you have any questions or if there is anything you would like to add prior
to NCDOT commencing the work. Thanks.
