Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project reviewarea consists of approxmately 15.8 acres surrounding the Jerry Thomas Trail located within the larger NCNG Camp Butner Training Facility at 593 Roberts Chapel Road, Stem, Wake County, North Carolina, 27581. The NCNG Camp Butner property, approximately 2,336.1 acres overall, is currently occupied by a few, small to mid -sized brick buildings, but is primarily old -growth hardwood forested area used for range training exercises. The smaller 15.8 acre project reviewarea surrounds a gravel road, 100 linear feet to the east and west of the centerline of the road, used for training exercises and site access along the eastern property boundary and is surrounded by old -growth hardwood forest. Within the project reviewarea, there is approximately 0.01 acres of palustrine forested (PFO) and 0.04 acres of palustrine emergent (PEM) wetlands, as well as approximately 382 linear feet of perennial, 459 linear feet of intermittent, and 419 linear feet of ephemeral streams. The project reviewarea is bound by forested area to the north, south, and west, and Knap of Reeds Creek and the upper reaches of Lake Butner to the east. Per MAJ Drew Lequick, Project Officer, G3 Training, NCARNG, to the best of his knowledge, Jerry Thomas Trail was historically used as a connected path between Holt Lake Road and Sentinel Pine Road in the WWII Camp Butner era. The two aforementioned roads run east to west perpendicularly intersecting Jerry Thomas Trail. 4b. Water flow through the seven culverted road crossings along the site resulted in the wash out of necessary stormwater control measures (e.g. silt fencing) and the complete blowout of several culverts, rendering the road impassable. 4i. Each crossing will consist of improvements to emsting culverts to allowfor improved streamflow through the project area. The proposed project requires impacts to jurisdictional features associated with the seven (7) separate and distinct road crossing locations. Each individual crossing involves less than 0.007-acres of permanent wetland impact, less than 71-linear feet of permanent stream impact, less than 86-linear feet of permanent no loss stream impact (associated with dissipator pads), less than 0.2-acres of permanent Zone 1 buffer impacts, and less than 0.111-acres of permanent Zone 2 buffer impacts (see the below impact tables for specific amounts. Additional impacts to waters of the U.S. are not proposed. The proposed project is the final and complete phase of the project with appropriate land use control measures in place for specific areas which require them. Impact Justification and Mitigation V 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:* Impacts to jurisdictional features have been avoided and minimized to the maximum extent practicable by incorporating resourceful site planning, including the utilization of wetland delineation to adjust the layout and plans to avoid and minimize impacts during the design phase of the project. The proposed impacts are required in order the project's purpose to be achieved and its goals to be realized. Further, crossings are to be installed at previously disturbed locations to replace failed culverts with culverts of an adequate size and construction. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:* Proper sedimentation and erosion control methods will be utilized during all phases of construction and installation as described in accordance with the requirements of the North Carolina Department of Environmental and Natural Resources Erosion Control Planning and Design Manual (May 2013) and local codes. All work will take place during dry conditions and can be facilitated from high, non -jurisdictional stable ground. The contractor shall install silt fence, inlet protection, sediment traps, diversion ditches, temporary coffer dams, tree protection, and cleaning only as necessary to repair all road crossings. All erosion and sediment control measures will be checked for stability and operation following every runoff -producing rainfall, but in no case less than once every week. Any needed repairs will be made immediately to maintain all measures designed. An erosion control inspections report is required and will be kept by the owner's representative. Measures will be taken to prevent oil, tar, trash, debris, and other pollutants from entering the adjacent jurisdictional features. Any excess excavated materials not utilized as back fill will be placed and contained within upland areas and permanently stabilized to prevent erosion into adjacent jurisdictional features. Therefore, stockpiling of excavated material within jurisdictional waters of the U.S. will be strictly prohibited as part of the construction of this project. All project construction activities initialed within jurisdictional waters of the U.S. will be carried to completion in an expeditious manner to minimized the period of disturbance within jurisdictional waters. 2.
