I understand the issue and share Nathan's concerns with the bank stability given the seepage and volume of water that is collected in this one reach. I'm inclined to approve his request and since this was not credited for stream relocation and we are only proposing bank stabilization,with your approval I would say he could proceed and permit modification is not required. Please let me know if you agree and if it you is this e-mail and attached documents is sufficient to documentation of this change for your files. I'd like to give a response today, if possible, since they are actively working in this area and that are calling for rain Sat through Monday. Thanks! Keith <dkeason@ncdot.gov> Subject: R-2303E Drainage Mason, I have marked on the attached plan sheet for R-2303E an area in quadrant A where we are getting a lot of water gushing out of the slopes. The 66" RCP pipe (STR 0715) has been installed and the headwall has been installed. They are 1 currently beginning to lay the 66" RCP pipe (STR 0737) and dig the large ditch between these two pipes. The area where the ditch will be located is where all of the water is gushing in. The plans call for rip rap to be placed at the inlet and outlet locations for bank stabilization. What I would like to do is add rip rap for bank stabilization for the whole length of the ditch because I do not think that the slope will hold up as much water is coming out of the slopes. I know that this location is not a Site on the permits but it is associated with Site 2 and therefore I wanted to get your opinion on this before we move ahead with adding the Rip Rap. We would just be adding rip rap on the slopes and not the bottom of the ditch. It appears that there is a shelf of material (darker material that can be seen in the attached pics)that the water cannot penetrate thru and therefore it is just running on top of it and finding its way out of the slope.
