Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts to streams have been minimized by use of headwalls and minimizing extent of rip-rap. Wetland and streams have been incorporated into lot areas or along parcel/lot boundaries to the extent feasible. The remaining +/- 1.83 acres of wetlands will be preserved in common open space. The remaining 2,250 linear of stream will be preserved in common open space. Lot lines were adjusted to allow for larger common openspace consisting of forested buffer adjacent to the largest isolated wetland complex to enhance the habitat value of the wetland and mitigate for the road crossing impact to approximately 0.16 acres of isolated wetlands. An evaluation was conducted to determine if a portion of the 0.16 acre isolated wetland area could be saved. However grading studies revealed that providing drainage from the wetland area would require a storm sewer connection. In addition, the small isolated pocket could be subject to long duration impoundment. This would consideraby impact the habitat value of the wetland area by the loss of the trees. The loss of the buffer around this wetland would also reduce the potential for these areas to become salamander habitat by not providing a terrestrial forested area adjacent to the impounded area. In addition, the retained feature may be considered a nuisance and make the lot not viable for sale. Proposed impacts to streams and wetlands are less than 150 linear feet of stream and less than 1 /10th acre of jurisdictional wetlands. Isolated wetlands impacts are limited to a compilation of three wetland areas in order to facilitate a road crossing and develop lots. Two of these wetland areas were probably created by a cut-off drainage pattern from previous construction or agricultural activity. Stormwater Management Most of the subdivision areas were determined to be less than 24% impervious as depicted in the attached support documentation. Subdivision areas that have not been constructed that are expected to be over 24% impervious will include stormwater management ponds designed in accordance with the 2007 NCDENR BMP Manual. The developer is requesting that the 401 WQC be approved subject to approval of the final stormwater management plan, if required. All stormwater discharges will be oriented as parallel as possible to the stream to maximize diffusion of stormwater in the floodplain. 1 b. Wetland plants in streambed 0 Stonebridge Union County, North Carolina Threatened and Endangered Species Survey (Terrestrial) Leonard Rindner, PLLC 3 714 Spokeshave Lane Matthews, NC 28105 704-904-2277 THREATENED AND ENDANGERED SPECIES SURVEY (TERRESTRIAL) General Site Description: The Stonebridge project is located near the intersection of Rocky River Road and Doster Road in Union Co., North Carolina and encompasses land primarily around, but not including, the Stonebridge golf course. Additional project area is located south of Doster Road (across from the golf course) and a section north of Waxhaw-Monroe Road. The Stonebridge project contains road frontage right-of-way, the interface between manicured golf course grounds and areas that are more naturalized, power line rights-of- way, graded subdivision lots and overgrown scrubby field areas. The property is approximately 347 acres in size and can be found on the USGS Waxhaw Topographic Quadrangle: latitude 34.9374°N, longitude 80.6402°W. Topography consists of relativity flat uplands and gentle slopes with elevation ranging from 600 to 650ft. (Figure 1) Methods: The North Carolina Natural Heritage Program's online database http://149.168.1.196/nhp/ was referenced to determine the occurrence for species of concern in the Waxhaw Quad (Figure 2). In this evaluation only species that have a Federal Status are discussed. Therefore, species of concern for this quad are a freshwater mussel, Carolina Creekshell (Villosa vaughaniana); vascular plants, Carolina Birdfoot-trefoil (Acmispon helleri) and Georgia Aster (Symphyotrichum georgianum); and a vertebrate animal, Carolina Darter (Etheostoma collis pop. 1). Those species that have Federal Status of endangered are: a freshwater mussel, Carolina Heelsplitter (Lasmigona decorata); vascular plants, Schweinitz's Sunflower (Helianthus schweinitzii) and Michaux's Sumac (Rhus michauxii). The Carolina Creekshell, Carolina Darter and the Carolina Heelsplitter are listed as current and require a perennial stream habitat. Most of the streams on this site appear to be intermittent. A small perennial stream does occur on the site, which may be habitat for -2- the Carolina Darter, however the known range of the federally endangered Carolina Heelsplitter are in Goose Creek and Duck Creek, Waxhaw Creek, Sixmile Creek, Lynches River in Lancaster County, SC. Therefore the presence of the Carolina Heelsplitter is not expected. The site was surveyed for federally listed terrestrial species that may occur. The vascular plants of concern and federally endangered require open habitats with little shade. Such habitat would include roadsides, power-line rights-of-way (PLROW), woodland and field edges. Results: Habitat Descriptions: The property contains three general areas; golf course edge, abandoned scrubby fields and a mesic mix forest/riparian corridor. The upland area encompasses a disturbed habitat of manicured golf course edges, fallow fields in primary succession and some mature hardwoods. The existing vegetation primarily consists of tree saplings and exotic species. Golf Course (typical) 3- Scrubby edge habitat (typical) Mesic mix forest (typical) Riparian corridor (typical) The species present within the upland golf course edge are as follows: Trees/saplings: Black Gum (Nyssa sylvatica), winged elm (Ulmus alata), black walnut (Juglans nigra), post oak (Quercus stellata), sweetgum (Liquidambar styraeiflua), hackberry (Celtic laevigata). Shrub/liana: Black berry (Rubus argutus), Oleaster (Elaeagnus L.), trumpet creeper (Campsis radicans), poison ivy (Toxicondendron radicans), Japanese honeysuckle (Lonicera japonica). Herbaceous: Queen Anne's Lace (Daucus carota), broom sedge (Andropogon virginicus), common morning glory Qpomoea purpurea), English plantain (Plantago lanceolata), Love grass (Eragrostis hirsuta), fescue (Festuca spp. ), beard grass (Erianthus contortus), Dog-fennel (Eupatorium capillifolium), nightshade (Solanum carolinense), Goldenrod (Solidago sp.), Common Milkweed (Asclepias syriaca), mint (Mentha spp.), curly-dock (Rumex crispus), joe-pye-weed (Eupatorium fistulosum). The mesic mix forest and riparian corridor possess the same species composition. The canopy is a mix of oak and hickory community approximately 25-50+ years old. The species list is as follows; Trees/saplings: Willow oak (Quercus phellos), southern Red oak (Quercus falcata), sweetgum (Liquidambar styraciflua), tulip popular (Liriodendron tulipifera), white oak (Quercus alba), southern shagbark hickory (Carya carolinae- septentrionalis). Shrub/liana: Fox grape (Vitis labrusea), greenbrier (Smilax rotundifolia). Herbaceous: Spotted wintergreen (Chimaphila maculate), Christmas fern (Polystichum acrostichoides), Virginia water horehound (Lycopus virginicus), fringed sedge (Carex crinita). Endangered Species Results: -4- Although potential habitat exists for Carolina Birdfoot-trefoil, the Schweinitz's Sunflower and the Michaux's Sumac on the PLROW, field and woodland edges, these species were not found. Recommendations: There are no species of concern on this site. I have no recommendations for this site.
