subject projects. The purpose of this information and the related review procedure is to have an
early "meeting of the minds" as to the scope of work that should be performed and thereby
enable us to better implement the projects. Scoping meetings for these projects are scheduled for
March 9, 1999 in the Planning and Environmental Branch Conference Room (Room 470). These
scoping meetings will be held back to back beginning at 9:00 A. M. in the order shown above.
You may provide us with your comments at the meeting, mail them to us prior to the meeting, or

Mr. Dale Burton indicated that utility conflicts will be high for this project. There are
underground fiber optic lines, overhead power lines, and a water line along the west side of
NC 131. There is also an underground gas line along the east side of NC 131.
Ms. Cyndi Bell of DWQ indicated that Crawley Creek is classified as Class C. There are
wetlands at the project site that should be avoided as much as possible.
Mr. David Cox of NC WRC indicated by memo, that NCDOT should routinely minimize
adverse impacts to fish and wildlife resources in the vicinity of bridge replacements. He
indicated that impacts to wetlands at the site should be minimized and construction activities
should be limited to the cleared areas of the right-of-way.
Ms. Renee Gledhill-Earley of the State Historic Preservation Office (SHPO) indicated
that there are no known sites of architectural or archaeological significance listed on the National
Register of Historic Places in the project area. No unknown sites are likely to be found, therefore
no surveys are recommended in connection with this project.
Mr. Dan Duffield of the Hydraulics Unit indicated that a new bridge will be required to
replace the existing bridge. This bridge should be approximately 95 feet in length and should be
placed at approximately the same roadway grade as the existing bridge. If a temporary on-site
detour is required, it should be a 50 foot long bridge placed to the east of the existing bridge and
could be placed three feet lower than the existing bridge.
The Bladen County School Bus Transportation Coordinator indicated that two school
buses cross this bridge twice each per day.
The Division Engineer indicated that replacing the bridge in-place with traffic maintained
on-site would be preferred.
The Traffic Forecasting Unit indicated that near Bridge No. 27, NC 131 carries 4800
vehicles per day at present [1998]. This figure is expected to increase to 10,400 vehicles per day
by the year 2025. These traffic figures include 3% dual tired vehicles [DUAL], and 6% truck-
tractor semi-trailers [TTST]. The design hourly volume [DHV] is 12%.
A desired design speed of 60 mph should be achieved on this project. The roadway
approaches will have two 12-foot travel lanes, 4-foot paved shoulders and a total shoulder width
of at least 8 feet. The shoulder widths will be three feet wider where guardrail is warranted. This
section of NC 131 is classified as a Rural Major Collector in the Statewide Functional
Classification System. The speed limit in the area is 55 mph by statute.
The Roadway Design Project Engineer agreed to provide construction cost estimates and
preliminary alignment and typical section information on the following alternative to the Bridge
Project Plarming Engineer by May 21, 1999.
Alternate 1: Replace Bridge No. 27 in place with a new bridge. Traffic will be maintained on-
site on a temporary on-site detour located east of the existing bridge during
construction.

detour is required, it should be a triple steel pipe arch with each arch measuring 11 feet 5 inches
by 7 feet 3 inches, it should be located to the west of the existing bridge and could be placed
three feet lower than the existing bridge.
The Bladen County School Bus Transportation Coordinator indicated that two school

The Division Engineer indicated that traffic must be maintained on-site during bridge
replacement.

Tom Tarleton indicated that utility conflicts will be low for this project. There are
underground telephone lines along the north side of SR 1004. There is also a water line along the
south side of SR 1004. There are other utilities in the area that stop at the intersection of SR 1009
and SR 1004, just west of the bridge site.
Ms. Cyndi Bell of DWQ indicated that Mill Creek is classified as Class C - Sw - NSW.
There may be wetlands at the project site that should be avoided as much as possible.
Mr. David Cox of NC WRC indicated by memo, that NCDOT should routinely minimize
adverse impacts to fish and wildlife resources in the vicinity of bridge replacements. He
indicated that the stream supports a good fishery of sunfish and chain pickerel and that a
moratorium on in-water work should be instituted from April 1 to September 30.

Register of Historic Places in the project area. No unknown sites are likely to be found, therefore

vehicles per day at present [1998]. This figure is expected to increase to 2200 vehicles per day by
the year 2025. These traffic figures include 2% dual tired vehicles [DUAL], and 1% truck-tractor
semi-trailers [TTST]. The design hourly volume [DHV] is 10%.
A desired design speed of 40 mph should be achieved for this project. The roadway
approaches will have two 11-foot travel lanes and shoulder widths of at least six feet. The
shoulder widths will be three feet wider where guardrail is warranted. SR 1004 is classified as a
Rural Major Collector in the Statewide Functional Classification System. The speed limit in the
area is 35 mph.
The Roadway Design Project Engineer agreed to provide construction cost estimates and
preliminary alignment and typical section information on the following alternative to the Bridge
Project Planning Engineer by May 21, 1999.
Alternate 1: Replace Bridge No. 19 in place with a new bridge. Traffic will be maintained on a

Subject: Nationwide 23 Permit Application for the Replacement of Bridge No. 27 over
Crawley Swamp on NC 131, Bladen County, Federal Aid Project No.
BRSTP-131(2), State Project No. 8.1421101, TIP Project No. B-3409.
Please find enclosed three copies of the project planning report along with copies of the
permit drawings for the above referenced project. Replacement of Bridge No. 27 will be
on the existing alignment with a bridge approximately 160 feet (48.8 meters) in length
and 33 feet (10.1 meters) in width. The bridge will have two 12-foot (3.6 meter)
travelways with 9.0-foot (2.7 meter) rail offsets. The approach roadway will have a 24-
foot (7.2-meter) travelway, with 4-foot (2.4 meter) turf shoulders and 4-foot (2.4 meter)
paved shoulders on each side. During construction, traffic will be maintained on a
temporary on-site detour east of the existing bridge. The length of the temporary Detour
Bridge will be approximately 140 feet (42.7 meters) and will accommodate a 24-foot
(7.3-meter) paved travelway, with 2-foot (0.6 meter) offsets on each side.
Summary of Impacts: Impacts to jurisdictional wetlands associated with the construction
of Bridge No. 27 consist of 0.08 acres (0.03 hectares) of permanent fill, 0.61 acres (0.24
hectares) of temporary fill, and 0.19 acres (0.07 hectare) of mechanized clearing.
Permanent fill is associated with the widening of the roadway approaches to the 4
proposed 40-foot cored slab bridge. Temporary fill is required to construct the temporary
detour approaches to the temporary 140-foot vertical abutment detour bridge. All
temporary impacts are considered permanent impacts due to compaction of muck soils
in the area. Avoidance and minimization measures taken to lessen wetland impacts
include shortening the project length, increasing side slopes to 2:1 where practicable,
and shortening the width of the detour shoulders. In addition, NCDOT investigated an
alignment change, bridging the entire span of the wetland, and phased construction.

These measures were found to be cost prohibitive or effected no change to the project's
environmental impacts.
Temporary Bridge Information: A temporary bridge will be located east of the existing
bridge. The detour bridge type is left up to the contractor. The resulting temporary fill in
surface waters associated with the temporary bridge is approximately 0.61 acres (0.24
hectares).
Restoration Plan: Upon completion of the new bridge, the temporary bridge will be
removed. The approach fill will be removed to natural grade and the area will be planted
with native grasses and/or tree species as appropriate. Elevations and contours in the
vicinity are available from field survey notes.
Schedule: The project schedule calls for a December 17, 2002 let date with an
availability date approximately six weeks later. It is expected that the contractor will
choose to start construction of the causeway shortly after the availability date. The
temporary bridge will be removed within 90 days of completion of the project.
Disposal: After the temporary bridge is no longer needed, the contractor will use
roadway-building equipment to remove the materials. All temporary bridge material will
become the property of the contractor. The contractor will be required to submit a
reclamation plan for removal of and disposal of all material off-site.
Mitigation: The existing bridge is 84 feet long (25.6 meters) while the proposed bridge
will be 160 feet long (48.8 meters). This removal of existing fill (under current causeway)
will result in a replacement of .08 acres (.03 hectares) of wetlands. Therefore, this
bridge replacement project will require .80 acres (.324 hectares) of mitigation. The
mitigation site search for the Lumber Basin is close to being completed. However,
feasibility studies have not yet begun and there are no mitigation project sites in the
Hydrologic Unit (03040203) for the bridge replacement. Therefore, we propose to debit
Dowd Dairy mitigation site for project impacts. Dowd Dairy Mitigation site is located in
Hydrologic Unit (03030005). Dowd Dairy is seven miles west of Elizabethtown and two
miles east of White Oak. Dowd Dairy will provide in-kind mitigation (swamp forest) at a
ratio of 2:1. In addition, immediate mitigation over Crawley Swamp will be attained by
lengthening of the replacement bridge. This area will be graded to match the adjacent
wetland elevation and planted or stabilized with the appropriate wetland species.
Bridge Demolition: Bridge No. 27 consists of 4 spans totaling 84 feet (25.6 meters) in
length and 22 feet (6.7 meters) wide. The bridge has an asphalt overlay surface on a
reinforced concrete floor on steel I-beams. There is potential for the concrete
components to be dropped into Waters of the United States during construction. The
resulting temporary fill associated with the concrete deck will be a maximum of 42.0 yd3
(31.1 m) . However, it is anticipated that the bridge will be removed without dropping
components into the river. During construction, Best Management Practices for Bridge
Demolition and Removal will be followed.
All aspects of this project are being processed by the Federal Highway Administration as
a "Categorical Exclusion" in accordance with 23 CFR 771.115(b). Therefore, we
propose to proceed under a Nationwide 23 in accordance with the Federal Register of
March 9, 2000, Part VII, Volume 65, Number 47, Pages 12817-12899.
We anticipate a 401 General Certification number 3361 will apply to this project. In
accordance with 15A NCAC 2H.0501(a) we are providing two copies of this application
to the North Carolina Department of Environment and Natural Resources, Division of
Water Quality, for their records.
