Based on the current guidance to minimize the spread of COVID-19, the Department of Environmental Quality has adjusted

Based on our discussion yesterday regarding the potential to manage the capacity issue at the Grassy Branch WRF via a
new WRF currently planned in our CIP, the following information is offered:
The new greenfield WRF is named the Lower Crooked Creek WRF which will be located close to Grassy Branch on land
where we have a willing seller. The concept is to shift flows from the current Crooked Creek WRF and the Poplin lift
Station which currently sends wastewater flow to the 12 Mile as a result of our IBT constraints. This provides us an
opportunity to also take Grassy Branch off line and shift that flow to the proposed new facility as well. Given it may take
5 years (2025) to build the Grassy Branch capacity increase at an estimated $3M, it makes sense to make the connection
to the new WRF in lieu of building capacity at Grassy Branch as currently planned in the SOC.
Here's a rough outline of the planning for the Lower Crooked Creek WRF:

Programmed funding is $15.4M in 2024 and $104.8M in 2026 based on traditional design -bid -build delivery. We are
reviewing the ability to advance the delivery of the new plant subject to permitting and fiscal constraints. Funding is in
the out -years not yet appropriated by the BOCC.
As I mentioned, we plan to discuss the Grassy Branch SOC and the new LCCWRF with our Board on August 6t" in a
workshop. Our intent is to move forward with the land acquisition which, if agreeable to the Board, forward for formal
approval once we've had the workshop.
Would DEQ consider extending the timeline in the SOC to allow for connection to the new LCCWRF?
