The Division is proposing the following measures at Site 2 on R-2303E to release flow into the new stream channel and stabilize the stormwater outfall ditches that discharge into the new stream. • Prior to releasing the stream flow into the new stream channel that was cut in uplands, the contractor will seed the area with a riparian native seed mixture, however with the amount of groundwater expressing into and flowing in the new channel, establishment of vegetation will be difficult and limited. Therefore, the Department will place a series of wattles on coir fiber matting throughout the channel to prevent offsite sedimentation and turbidity. This will allow the stream to develop it own thalweg and naturalize on it own. Supplemental seeding will be done, if warranted. • Construction of the stormwater ditches that discharge into the stream has begun and the contractor is encountering the same expression of ground water and sloughing that was observed in the construction of the stream channel. Therefore, the Department is proposing to rip rap these stormwater outfall to stabilize these outfall and prevent sediment discharges into the stream channel. The rip rap will be pressed into the soft material, so the flows will be on the surface of the ditch channel with the rip rap providing a rough and stabile surface. If pressing the rip rap into the soil does not produce the desired results, additional material will be place over and pressed into the rip rap to achieve the desired outcome. Please let me know if this is an accurate record of our discussions and/or if you have any additional comments or suggestions. Thank you!
