Good morning, Jeff. Please accept my sincere apologies for the delayed response to your inquiry. I have been out of the
office for a family medical emergency, but am back in the office now and getting caught up.
Do you have a preference for either October 20‐21 or October 28‐29 for the audit? I have attached the Camp Lejeune
audit agenda as an example of the 2‐day schedule, which should be the same for the SJAFB audit. The first day is
interviews, and the second day is field inspections of industrial facilities and outfalls.
DEQ usually takes photographs during site visits, but it is expected that there will be security issues on base. We can
approach this by either (1) obtaining approval for DEQ to take pictures, or (2) SJAFB staff take the pictures under
direction of DEQ staff and maintain them on file as required permit documentation. Under option 2, a photo log would
be generated and included in the audit report, but not the actual photos.
Picking up DEQ staff at the Berkeley Gate and providing escort is acceptable.
DEQ is currently evaluating all of the non‐traditional MS4s that have/want to include industrial facilities in the next
permit iteration. We can schedule a meeting to discuss this topic in September if you would like to.
DEQ is cognizant of fiscal year budgets, and will remain respectful of commitments that cannot be changed. Under the
standard timeline for an audit, the Draft SWMP is required to be submitted 120 days following receipt of the audit
notice. For SJAFB, this would likely require Draft SWMP submittal in May‐June 2021 and the new permit would be
effective January 1, 2022. However, please note that the standard audit timeline and permit effective date was
developed to work with the state fiscal year of July 1 ‐ June 30. DEQ is open to basing DOD MS4 permits on the federal
fiscal year of October 1 ‐ September 30, if appropriate. That would make the new permit effective date either October
1, 2021 or April 1, 2022, with a standard annual reporting period of October 1 ‐ September 30.
A DOD‐relevant Draft SWMP template will be made available this fall. It will be similar to the current Draft SWMP
template posted on the DEQ web page, but will be specific to the DOD MS4 permit requirements.

I am following up with a missed call regarding our upcoming audit in October. Some questions/logistics that needs to be
addressed prior to the audit listed as follows:
* A specific timeline (Dates and times) of the your visit. We have the capability to pick up your group, to be escorted
on base at the Berkeley gate but you will still require IDs. If you plan on driving on base ‐ that will require more security
measures. If photos need to be taken, further authorizations will be required.
* The current NPDES Permit NCS000335 has a combination of Industrial and MS4 permit requirements. Need to
determine if we will have one permit or two (MS4 and Industrial). USAF Budgetary timelines and a possible extension for
completion will come into play , depending on permit remaining combined or separate. SJAFB/DOD budget
schedule coincides with the expiration of the NPDES Permit ‐ April 2021. Will the state require a new plan in the states
template format by October? An extension will be required as DOD budget timeline cannot be altered. We have plan
update project that will be awarded April 1, 2021. DOD cannot change the budget process.
* Can you provide an example plan that would fit a military base, similar scenario for SJAFB.
Both myself and Mr. Ronnie Wilson are available to discuss these topics , and look forward to resolving them prior to
October.
I reached out to your immediate supervisor today , Ms. Annette Lucas, to ascertain your status as a preemptive matter
to avoid any further delays as this process moves forward .

Under the 2018 joint compliance initiative agreement with EPA, DEQs audit process has been standardized. For an MS4
the size of SJAFB, it typically takes 2 days. The first full day is in the office reviewing program administration and
documentation; the second day is field inspections and a closeout meeting where preliminary findings are presented.

I don't have any issues at this time for the October timeframe, please provide agenda/reason for necessity of two day
for the audit, historically , one day has been sufficient.
Coordination with Ops, CE, and PA is necessary for this and might be impacted by mission requirements, thereby having
one day vs two days

Hi Ronnie,
It is business as usual for the Seymour Johnson AFB annual report.
DEQ will be performing a permit compliance audit in October, which will be the start of the permit renewal process.
Following the audit, DEQ will issue a notice with specific requirements for permit renewal. That will include submittal of
a Draft SWMP, and the template is available on the MS4 web page in the Phase II MS4 Toolbox. If the new permit is not
issued prior to expiration, then the current permit requirements will remain in effect until the new permit is issued.
Do you have a preference for the audit dates? I would like to schedule two consecutive days.
