DEQ staff have reviewed the FY19‐20 annual report submittal.  Unfortunately, MS4 permitted entities may only submit a 
letter format annual report for the reporting year in which they were audited.  Since Rutherford College was audited in 
May 2019, a letter is not an acceptable annual report for the FY19‐20 reporting period.  You may submit a written 
annual report that meets the requirements outlined in your permit, or submit an online Stormwater Management 
Program Assessment (SWMPA) through DEQ's Basinwide Information Management System (BIMS) portal.  The BIMS 
SWMPA automatically meets the annual report requirements.  You can find instructions and the portal link on the 
stormwater web page by clicking the link below.  The deadline for submittal is October 31, 2020.
