Davis • Martin • Powell & Associates is pleased to submit the enclosed permit modification application
on behalf of the City of High Point, NC for the Registers Creek Pump Station.
The Registers Creek Pump Station was constructed in 1989-90, in conjunction with a gravity sewer system,
to provide service to the Grandover and Sedgefield areas located north of Interstate 85. The constructed
pump station consists of a Gorman -Rupp package suction -lift station (belt -driven pumps), standby
generator and telemetry/monitoring system.
Originally permitted for a pumping capacity of 705 gpm, growth in the drainage basin over the years has
increased the contributing wastewater flows and the City desires to increase the pumping capacity of the
current pumps. Additional/increased pumping capacity can be achieved by modifying the pump rotational
speed with a change in the belt & pulley configurations. The current pump driver (50 HP) will be
maintained, therefore modifications to the existing electrical components (service, panel & generator)
will not be required. The City currently has a project in design which will provide for a new/replacement
station within the next 20-24 months.
The City of High Point is requesting a modification to Permit No. WQ0000929 for the following:
• Re -rate of the pump station to 1.267 MGD (880 GPM)
In support of the modification request, please find enclosed the following:

the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using tine best

forwarding herewith Permit No.W00000929, dated September 1,1989 to the City of High Point
for the construction and operation of the subject wastewater collection extension.
This permit shall be effective from the date of issuance until rescinded, and shall be. subject
to the conditions and limitations as specified therein.
If any parts, requirements, or limitations contained in this permit are unacceptable to you,
you have the right to request an adjudicatory hearing upon written request within 30 days
following receipt of this permit. This request must be in the form of a written petition, conforming
to Chapter 150B of North Carolina General Statutes, and filed with the Office of Administrative
Hearings, P.O. Box 11666, Raleigh, NC 27604. Unless such demands are made this permit shall
be final and binding.

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North
Carolina as amended, and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO
City of High Point
Guilford County
FOR THE
construction and operation of 7,580 linear feet of 12, 15, 16 andi8-inch gravity sewer, a 705 GPM
pump station with dual pumps and high water alarms and 12,330 linear feet of 12-inch force main to
serve the City of High Point's Registers Creek Area and the discharge of 400,000 GPD of
wastewater into the the city of High Point's existing sewerage system, pursuant to the application
received July 31,1989 and in conformity with the project plan, specifications, and other supporting
data subsequently filed and approved by the Department of Natural Resources and Community
Development and considered a part of this permit.
This permit shall be effective from the date of issuance until rescinded, and shall be subject to
the following specified conditions and limitations:
This permit shall become voidable unless the facilities are constructed in accordance with
the approved plans, specifications and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes described in
the application and other supporting data.
The facilities shall be properly maintained and operated at all times.
4. The sewage and wastewater collected by this system shall be treated in the City of High
Point's Eastside Wastewater Treatment Facility prior to being discharged into the receiving
stream.
5. This permit is not transferable.
6. Construction of the sewers shall be so scheduled so as not to interrupt service by the
existing utilities nor result in an overflow or bypass discharge of wastewater to the
surface waters of the State.
7. Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted
facility has been installed in accordance with the approved plans and specifications. Mail
the certification to the Permits and Engineering Unit, P.O. Box 27687, Raleigh, NC
27611-7687.
A copy of the approved plans and specifications shall be maintained on file by the
Permittee for a minimum of five years from the date of issuance.
The Permittee shall provide for the pump station and force main the following items:
a. Pump on/off elevations located so that 2-8 pumping cycles may be achieved per
hour in the pump station.
b.. An air relief valve located at all high points along the force main.
c. A screened vent for the wet well.
d Fillets located in the wet well at the intersection of the flooring and sidewails.
e.. Three feet of cover (minimum) over the force main or the use of ferrous material
where three feet cannot be maintained.
f. Sufficient devices which will protect the pump station from vandals.
g. Flood protection if the pump station is located below the 100-year flood
elevation.
10. Failure to abide by the conditions and limitations contained in this permit will subject the
Permittee to any enforcement action by the Division of Environmental Management in
accordance with North Carolina General Statutes 143-215.6.
