The Division of Energy, Mineral, and Land Resources' Stormwater Program received your
request to revise permit no. NCS000573 on January 29, 2020.
The Division has reviewed and approved your request to add Stormwater Outfall SW030,
an outlet from Drainage Area 30 that receives runoff from various access roads, a portion of
the capped structural fill area, and CCP Office Trailer Complex area, to this NPDES
Stormwater Permit. The addition of SW030 has been approved as a minor modification to
the NPDES permit NCS000573 because Drainage Area 30 contains access roads, and
structures that are similar to outfall drainage areas which are already included in this
permit.
This modification includes the following changes from your current permit:
• Modifications to the permit in Part II on page 7 of 20, to include Outfall SW030 in
monitoring requirements.
• Revisions to the permit cover page to reflect the latest amendment date.
Please replace these pages in the current permit with the revised pages and discard
the older pages.
All other conditions and schedules in the previous permit remain in place and in effect.

If any parts, measurement frequencies, or sampling requirements in this modification are
unacceptable to you, then you have the right to file a petition for a contested case with the
Office of Administrative Hearings within (30) days following the receipt of the letter. This
petition must conform to the requirements of Chapter 1SOB of the North Carolina General
Statutes. Petitions must be timely filed with the Office of Administrative Hearings, Post
Office Drawer 11666, Raleigh, North Carolina 27604. If you do not file a petition within the
required time, the agency decision shall be final and binding.

TO DISCHARGE STORMWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provisions of North Carolina General Statute 143-215.1, other
lawful standards and regulations promulgated and adopted by the North Carolina
Environmental Management Commission, and the Federal Water Pollution Control Act, as
amended,

is hereby authorized to discharge stormwater from a facility located at
Belews Creek Steam Station
3195 Pine Hall Road
Belews Creek, NC
Stokes County
to receiving waters designated as West Belews Creek/Belews Lake, class C waters in the
Roanoke River River Basin, in accordance with the discharge limitations, monitoring
requirements, and other conditions set forth in Parts I, II, III, and IV hereof.
This permit shall become effective February 13, 2017.
This permit and the authorization to discharge shall expire at midnight on January 31,
2022.
Originally issued the 13th day of February 2017, amended and signed this 20th day of
August 2020.

Sample Location: Samples shall be collected at each stormwater discharge outfall (SDO) unless
representative outfall status (ROS) has been granted. The permittee may petition the Director for ROS
using DEMLR's ROS Request Form. DEMLR may grant ROS if stormwater discharges from a single outfall
are representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls
where the analytical sampling requirements apply and will be documented in a letter to the permittee. A
copy of the Division's letter granting ROS shall be kept on site.
4 For each sampled measureable storm event, the total precipitation must be recorded. An on -site rain gauge
is required. Where isolated sites are unmanned for extended periods of time, a local rain gauge reading
may be substituted for an on -site reading.
The permittee's application reports that non -contact cooling water discharges through
outfall SWO02 along with stormwater from the retired smokestacks area in the northern
portion of the plant yard. The application reports that the permittee will submit an
amended wastewater permit application to seek authorization for the combined flows
under current wastewater permit NC0024406.
The following shall be monitored during a measurable storm event discharging from the
areas along the regular ash haul route to the Craig Road Landfill: including the powerhouse
building, the old warehouse areas, and the area between the gypsum stacker and the FGD
Landfill area via outfalls SW003, SW004, SW005, SW006, and SW009. Drainage Area 30
(DA 30) shall be monitored during a measurable storm event via SW030. DA 30 includes
access roads, a portion of the structural fill area, and the CCP Office Trailer Complex area.

sampling) during a measureable storm event, until either another permit is issued for this facility or until
this permit is revoked or rescinded. If the facility is monitoring monthly because of Tier Two or Three
response actions under the previous permit, the facility shall continue a monthly monitoring and
reporting schedule in Tier Two, or Tier Three status until relieved by the provisions of this permit or
the Division.
