Hanes Mill Rd, Suite 300 Winston Salem, NC 27105 Re: Spencer Solar Electric Stormwater Management Permit Application SSR-16020 Dear Ms. Homewood, The proposed Spencer Electric Power Plant site is located along Highway 29, roughly 1/3-mile north of Sowers Road in Spencer, North Carolina. Currently the property is undeveloped and wooded. Site development consists of a solar panel farm that will disturb approximately 40-acres. The existing site is located within the Yadkin River Basin and within a Phase II MSI. Proposed improvements onsite will include the addition of roughly 23,000 sf of impervious area and does not exceed the threshold for high- density development. Therefore, no permanent stormwater management facilities are required to meet water quality and detention standards. Runoff from the proposed development will not be concentrated and shall sheet flow to downstream properties in a manner similar to that which exists in the pre-development condition. This memo and attached supplemental information shall serve as the stormwater impact analysis for the development. Grass height will not exceed six inches at any time: and grass will not he mowed too close to the ground or"scalped". 2. Swales will be inspected monthly or after every runoff producing rainfall event for sediment build-up. erosion, and trash accumulation. 3. Accumulated sediment and trash will be removed as necessary. Swales will be reseeded or sodded following sediment removal. 4. Eroded areas of the swales will be repaired and reseeded. Swales will be revegctated as needed and in a timely manner based on the monthly inspections. Side slopes must be maintained at the permitted slope. 5. Catch basins, curb cuts, velocity reduction devices, and piping will be inspected monthly or after every significant runoff producing rainfall event. Trash and debris will be cleared away from grates, curb cuts. velocity reduction devices and piping. 6.
