To widen the entrance of the road to the inactive ash basins for the trucks that will
be removing coal ash from the site. Vegetation maintenance is necessary along the
entrance to increase the line of sight so drivers can safely turn on to Ferry Bridge
Road.

Field reviews by USACE personnel for jurisdictional determination for the entire HF
Lee Energy Complex were conducted on
04/04/2015, 04/21/2015, 03/22/2017, 07/20/2017, and 09/20/2017. Even though
the large site was confirmed over multiple visits, it
was going to fall under one JD. A JD request was initiated, but it has not been
issued.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
The inactive ash basins entrance improvements were designed to take place
outside of the buffer zones for Halfmile Branch. Vegetation maintenance during the
time it takes to remove the coal ash from the basins is the only impact to the buffer
zones. This is necessary for the safety line of sight.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. *
The limit of disturbance (LOD) was designed to be only as wide as necessary to
give machinery access for construction and limit the
need of vegetation maintenance to create a safe line of sight.
