Dear Mr. Lund:
The North Carolina Department of Transportation (NCDOT) proposes to construct a loft turn
lane on eastbound NC 24-27-73 onto SR 1818 (Stony Mountain Road) in Stanly County. The
purpose of this letter is to request authorization from the U. S. Army Corps of Engineers under a
Section 404 Nationwide- Permit 23 and 33 to construct the project.
The project will require that the existing three foot by three foot box culvert be extended
approximately ten feet to accommodate the proposed widening of the current roadway. This
project will necessitate in-stream channel work. Traffic will be maintained in current pattern,
utilizing lane closures as necessary to facilitate the construction of the left turn lane.
The project has been described in a Categorical Exclusion (CE) Action Classification Form signed
by NCDOT on January 17, 2001, a copy of which is attached, and is being processed by the
Federal Highway Administration as a programmatic CE in accordance with 23 CFR 771.115(b).
Therefore, NCDOT does not anticipate requesting a Section 404 Individual Permit but proposes
to proceed under a Section 404 Nationwide Permit 23 in accordance with 61 Federal Re ig ster
65874, 65916, issued December 13, 1996.
Impacts to waters of the United States will result from project construction. There are no
wetlands present, although impacts to surface waters (intermittent channel not shown on USGS
maps) will occur. There will be 17 cubic yards of fill in surface as well as 10 feet of stream
channel lost from the culvert extension. A permit drawing is attached to this letter.

The NCDOT requests authorization from USACE under a Section 404 Nationwide Permit 23 to
extend the existing box culvert an additional ten feet. Authorization under a Section 404
Nationwide Permit 33 is requested for potential temporary impacts associated with construction
of the aforementioned culvert extension.

THREE FOOT BY THREE FOOT BOX CULVERT WILL NEED TO BE

WIDENING OF THE EXISTING ROADWAY.
