Dear W. Corey Basinger:
We are writing in response to the Notice of Violation & Intent to Assess Civil Penalty dated 21 July
2020 regarding Permit number NC0070289. Following is a discussion of the issues noted and our
current progress toward improving the issues noted.
Our maintenance person is working to repair the cathodic protection system that seems to have
corroded away over the years.
We have pulled and worked on a few of the diffusers and are continuing to work our way through
the plant to try to improve the air flow through the diffusers. Several of these header pipes are so
tight that we have concern about breaking them by applying too much force to disconnect for work
on the diffusers.
The clarifier skimmer is a simple scum pipe that is easily blocked by leaves falling into the clarifier.
The inspection was conducted during an upset in our normal operations that to this point is still of
unknown cause and our operators are monitoring and making adjustments to improve operations.
Our operator tells us that the system must run with an apparent high level of solids based on the
settleometer in order to adequately treat the BOD,
We have repaired the holes in the outside walls with a tar guard sealer. The current plan is to add a
separate sludge tank to take care of the issue with the wall between the aeration basin and the
digester. The timing of this action is still unknown.
The main concern regarding the engineering assessment is being addressed. The contract operator
has provided the name of an engineer who may be able to perform the assessment and we he will
likely have been contacted by the time this letter is received.

We are asking that the fines for violations be minimized as much as possible so that we can utilize
our limited funding for the needed repairs and the engineering study that is anticipated to be
extremely expensive.
