One Williams Center, MD 27-3 Tulsa, OK 74172 SUBJECT: Compliance Evaluation Inspection Magellan Terminal II — Greensboro, NC NPDES Permit No. NC0003671 Guilford County Dear Mr. Carson: Donald van der Vaart Secretary On March 19, 2015, Mike Mickey of this office met with Bobby Sands to perform a Compliance Evaluation Inspection on the stormwater discharge from Magellan Terminal R located at 7109 West Market Street. The facility was found to be compliant with the NPDES permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The permit expires on June 30, 2016. Please note that at renewal the permit will require that the monthly Discharge Monitoring Reports (DMRs) for Terminal 11 be submitted electronically per new EPA rules. H. Self -Monitoring Program The DMRs were reviewed for the period February 2014 through January 2015. The facility was found to be compliant with the permit effluent limits for the above period. In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. III. Facility Site Review The Magellan Terminal II facility has the following stormwater control structures: • truck loading -rack drain area followed by an oil/water separator (OWS) which discharges into the retention pond. S • four secondary containment dikes that surround the hydrocarbon fuel and ethanol AST's. Stormwater releases from the lower two dikes to the retention pond are controlled manually by locked valves. • single retention pond that receives stormwater from the OWS and diked areas. Flow Measurement The permit requires episodic flow monitoring. The discharge volume from the retention pond is calculated using pipe diameter and flow duration. A log is kept to record the release date, flow duration and computed discharge volume. It was noted that no discharge occurred in the months of February, September and October. V. Records/Reports A review of the facility files showed that all records were being maintained according to the permit. A comparison of the January 2015 DMR with the corresponding certified laboratory data sheets from R&A Labs showed that all results were properly transcribed onto the self -monitoring report. The only paperwork issue noted concerned the redundant listing of monitoring data on the May and December DMRs. The May 21, 2014 sample results and the December 24, 2014 sample results were listed twice on the respective monitoring reports (see attached). Please only list the sample data once on the DMR. VI. Effluent/Receiving Waters The system discharges outside the perimeter fence to a ditch that runs under the railroad tracks and W. Market Street. The effluent eventually reaches a tributary of Horsepen Creek, class "WS-III; NSW" waters of the Cape Fear River Basin. No effluent was being discharged on the day of the inspection. The discharge from the retention pond at outfall 001 is controlled by a locked valve. Inspection on Magellan's Terminal II located off West Market Street. This type of inspection consists of two basic parts: an in office file review and an on -site inspection of the treatment facility. The inspection found Magellan to be in complete compliance with the above NPDES permit. The inspection findings are detailed below and an inspection checklist is attached for your records. I. Permit The NPDES permit was reissued with an effective date of February 1,, 2013. The permit expires next on June 30, 2016. The major changes in the new permit involved the MTBE monitoring going from monthly to quarterly and total recoverable phenolics are now sampled instead of phenols. II. Self -Monitoring Program , A review of the monthly self -monitoring reports (DMR's) submitted for the period January 2012 through January 2013 found the facility to be in complete compliance with the final NPDES effluent limits for the above period. In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. III. Flow Measurement The permit requires episodic flow monitoring. Discharge volumes from the retention pond are calculated using pipe diameter and flow duration (9,000 gallons/hour). VI. The diked secondary containment structure surrounding the above ground storage tanks is .divided into four areas. The two upper areas drain by locked valves into the two lower areas which then drain by locked valves into the retention pond. Records/Reports A review of the laboratory reports and Discharge Monitoring Reports (DMRs) revealed no discrepancy between the generated data and the data submitted to DWQ. A copy of the laboratory data is kept on file. All applicable data is collected as per the NPDES permit requirements. III. Sullins, Director Division of Water Quality A Compliance Evaluation Inspection was performed on Magellan Terminal Holdings, LP wastewater treatment facilities on November 6, 2008 by Corey Basinger of the Winston-Salem Regional Office. Ruben Qualls represented the subject facilities during the inspection. The inspection consisted of two parts: an on -site inspection of the treatment facility and an in -office file review. The following are the findings from the subject inspection. I. Permits The NPDES permit NC0003671 became effective on October 1, 2006 and expires on June 30, 2011. The NPDES permit NCO074578 became effective on September 1, 2006 and expires on August 31, 2011. II. Records/Reports A review of the laboratory reports and Discharge Monitoring Reports (DMRs) revealed no discrepancy between the generated data and the data submitted to DWQ. A copy of the laboratory data is kept on file. All applicable data is collected as per the NPDES permit requirements. III. Facility Site Review NPDES Permit NC0003671 states that the treatment works consist of truck loading rack drains, oil/water separator, waste holding tank (with optional pump -out for offsite disposal), gravity drains to dike containment areas, discharge control valves (for pretested wastewater) and dry ditch drains to an unnamed tributary to Horsepen Creek. NPDES Permit NCO074578 states that the treatment works consist of truck loading rack drains, oil/water separator, waste holding tank (with optional pump -out for offsite disposal), gravity drains to dike containment areas, discharge control valves and dry ditch drains to an unnamed tributary to Long Branch.
