Embankment Maintenance & Access Road / US 701 Bypass / Columbus County
The North Carolina Department of Transportation (NCDOT) proposes to repair a roadway
embankment section along US 701 Bypass in Columbus County. The embankment in the
Southwest Quadrant of the work area has slumped due to the extreme high waters expeienced
during Hurricane Floyd. Several areas along the embankment have sheer walls as due sheer
failure. NCDOT proposes to reestablish a 2:1 slope along the embankment for stability. Once the
2 : 1 slope is established, Geotextile Fabric will be placed with a rip-rap stone overlay.
RESOURCE STATUS
A Wetland Delineation / Natural Resource Inventory was conducted within the Right-of-Way of
US 701 Bypass in Columbus County, North Carolina. Within the area of disturbance
jurisdictional wetlands were observed and delineated. The wetlands are a transitional area
between the existing embankment slope and a palustrine forested potion associated with Soules
Swamp. An area consisting of 1500 sq ft of jursidictional wetlands will be impacted by the
placement of clean fill material. Though the Wetland Delineation Data Sheet demonstrates the
existence of trees within the area, the trees are just beyond that expected for the placement of the
fill material.
Additionally, a small jurisdiction waterway (drainage ditch) was identified along the access for the
project. The waterway is a UT to Soules Creek with a 6 foot bottom and typical depth of 1 foot.

A Temporary Crossing Detail is shown upon the plan to gain access to the work area. The
Contractor has a choice between spanning the waterway with a mat bridge, or, install a culvert
pipe with Geotextile Fabric and #57 stone.
In general, there will be minor impacts proposed as the result of the slope repair along SR US 701
Bypass in Columbus County. Approximately 1500 sq ft of wetland impacts are expected. A
Nationwide Permit #3 is required for the project due to the placement of the fill material, and, a
Nationwide Permit #33 is required for the Temporary Access to the work area.
Endangered Species: Plants and animals with Federal classification of Endangered (E) or
Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered
Species Act of 1973, as amended. As of February 26, 2001, the U.S. Fish and Wildlife Service
lists six federally protected species for Columbus County.

by the above-described activities. Minor impacts shall occur to jurisdictional wetland areas (1500
sq ft), and as discussed at the jurisdictional determination, wetland mitigation is not required.

Attach a vicinity map clearly showing the location of the property with respect to local
landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property
boundaries and development plans in relation to surrounding properties. Both the vicinity map

VI. Proposed Impacts to Waters of the United States/Waters of the State

VII. Impact Justification (Avoidance and Minimization)
Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide
information related to site constraints such as topography, building ordinances, accessibility, and
financial viability of the project. The applicant may attach drawings of alternative, lower-impact
site layouts, and explain why these design options were not feasible. Also discuss how impacts
were minimized once the desired site plan was developed. If applicable, discuss construction
techniques to be followed during construction to reduce impacts.

VIII. Mitigation
DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC
Division of Water Quality for projects involving greater than or equal to one acre of impacts to
freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial
streams.
USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide
Permits, published in the Federal Register on March 9, 2000, mitigation will be required when
necessary to ensure that adverse effects to the aquatic environment are minimal. Factors
including size and type of proposed impact and function and relative value of the impacted
aquatic resource will be considered in determining acceptability of appropriate and practicable
mitigation as proposed. Examples of mitigation that may be appropriate and practicable include,
but are not limited to: reducing the size of the project; establishing and maintaining wetland
and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of
aquatic resource functions and values by creating, restoring, enhancing, or preserving similar
functions and values, preferable in the same watershed.
If mitigation is required for this project, a copy of the mitigation plan must be attached in order
for USACE or DWQ to consider the application complete for processing. Any application
lacking a required mitigation plan or NCWRP concurrence shall be placed on hold as
incomplete. An applicant may also choose to review the current guidelines for stream restoration
in DWQ's Draft Technical Guide for Stream Work in North Carolina, available at
ide.html.
