HomeMy WebLinkAboutNCS000417_Regional Stormwater Partnership Information_20200804REGIONAL STORMWATER PARTNERSHIP OFTHE CAROLINAS 6012 Barfield Parkway / Suite 220 / Concord, NC 28027 July 15, 2020 Jonathan Blanton, Town Manager Town of Ranlo 1624 Spencer Mountain Road Gastonia, North Carolina 28054 Hello Jonathan, The Regional Stormwater Partnership of the Carolinas (RSPC) is an independent, non-profit organization positioned to achieve the goals of the organization and all of its members. The RSPC has continued to grow and help member municipalities meet their NPDES stormwater permit requirements. As the NC Department of Environmental Quality (NCDEQ) will audit all permitted municipalities within the next 5 years, the value of joining the RSPC is magnified through the work that we accomplish as a partnership. Accomplishments and upcoming goals consist of the following: • Annual and quarterly membership meetings (Next meeting will be held on August 26, 2020). • Active leadership by a Board of Directors. • Attainment of 501(c)(3) non-profit designation and tax exemption status with the IRS and NC. • Active website for reporting pollution, events, presentations, outreach and education at www.regionalstonnwater.org. There is also a "Members Only" section for important membership news, annual reports, documents, and staff training modules. • Annual Report on the activities of the RSPC highlighting information important for permit reporting to NCDEQ. • RSPC's TV and radio public education Spring and Fall campaigns included commercials and interviews highlighting stormwater topics relevant to all municipalities. The media campaign provides members public education & outreach and is a perfect example of how leveraging members combined financial resources can accomplish goals that municipalities may not be able to afford independently. • An Elected Officials Stormwater Workshop was held on February 26, 2020. There were 66 attendees including a NC Senator, a NC House of Representative, municipal elected officials, neighborhood organizational presidents, and stormwater professionals. • A highly informative Tech Talk was held as a municipal staff training on October 2, 2019 with 51 attendees. It included presentations on "Good Housekeeping and Pollution Prevention", "Spill Response", "Illicit Discharge Detection and Reporting", along with an interactive panel discussion. This training is available online for RSPC members to use for individual staff training sessions. This training is documented through the website after being completed. Staff training is yet another resource -intensive permit requirement that the RSPC is helping members to meet. There was an impact of COVID-19 which impeded the hosting of a Spring Tech Talk. • The RSPC participated in the Catawba RiverFest on September 28, 2019 from 1-6pm held at the Kevin Loftin Riverfront Park, Belmont, NC. There were 268 participants at the RSPC outreach and educational booth which allowed festival attendees to engage in activities to strengthen and build their knowledge of stormwater, water quality, and pollution prevention. • Stormwater BMPs educational documents for businesses are being created including: Food Industry, General Citizens Guide, Vehicle Maintenance Operations, Landscape Management, Construction, Breweries, Agricultural Runoff, Commercial Property Management, Cleaning Operations, and Painting Industry. • Title 1 Schools were researched, and a database developed which included contact information for educators who may find stormwater/water resources from the RSPC valuable within their teaching curriculum. Teachers were contacted and educational module resources developed. • Water Resources Research Institute Stormwater Consortium Grant funding of $76,924 was awarded to Johnson C. Smith University in collaboration with the RSPC. Dr. Bryan Patterson, Assistant Professor of Public Leadership, Department of Interdisciplinary Studies, Philosophy, and Religion, is the Principal Investigator of the project, "Empowering underrepresented citizens of Charlotte -Mecklenburg with a voice and role in municipal stormwater program goals." • The RSPC was selected to be a CTNC AmeriCorps member host site for a Stormwater Environmental Educator to provide 1700 hours of service (40 hours per week over 10 months). • Applications were submitted for two Environmental Enhancement Grant through the Department of Justice to expand RSPC capabilities: 1) "Environmental Engagement in Water Quality and Stormwater by Citizens Connected to K-12 Education and College Environmental Professional Development', $120,000 for 2-year period (October 1, 2020 - September 30, 2022). 2) "Minimizing Water Quality Impacts from Stormwater by Enhancing Understanding of Government Leaders, Professionals, Educators, and Citizens", $47,000 for a 2-year period (October 1, 2020 - September 30, 2022). Rising Solutions, PLLC continues as facilitators for the RSPC in providing leadership and guidance for Board, Annual, and Quarterly meetings, Tech Talks, Elected Officials Stormwater Workshop, training events, website management/editing, planning, grant proposals, communications, outreach/education, administrative and fiscal support, along with dues invoicing. We are excited about the opportunities this partnership provides and hope you will also see the benefits of membership. The dues are invoiced on July 15"' with payment due by August 30, 2020.
