This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0016376. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0016376. Gerald Matthews, ORC, was present during the inspection. This facultative lagoon and spray irrigation system is well maintained. It is permitted for 100,260 GPD and currently averages 72,000-80,000 GPD. The fields are in good condition and the crop is cut, baled and removed by a local farmer. Plans are in place to level necessary spots, plant new sprigs and lime the fields at the end of this year. An odor mask system operates on zones 14E and 14W and is now installed on zones 1-13 and 15-17. There is an above -ground tank between the EQ tank and irrigation pump house that acts as a contact chamber. Liquid chlorine is used for disinfection. This tank in not listed in the description of the facility in the current permit. Weekly monitoring of Total Residual Chlorine was added to the current permit, dated January 3, 2020. The facility has always been testing this parameter, although never required by the permit, but is not field certified for it. ORC stated he would contact the Lab Certification Branch to start the certification process. A file review shows, that in 2016, two NODs for missing monitoring reports and one NOD for exceedances in irrigation limits on fields 16 and 17 were issued. Since 2015, GW59s show intermittent nitrate hits on MW #2 and trends continue to be tracked by the Wilmington Regional Office. There are missing NDMR/NDARs and GW59s that were discussed during the inspection. The ORC stated he would submit these reports as soon as possible. The months for the 3 x year monitoring parameters for both the effluent and the GW wells have changed in the current permit from April, August, December to March, July, November. Also note, that Chloride, TRC, Total Nitrogen, and TDS were added to PPI 001 and Total Nitrogen was added to PPI 002 and PPI 003 in the current permit. Please make the necessary changes in scheduling and in the monitoring reports. The facility is compliant with non -discharge permit WQ0016376. Maintanence is tracked through electronic work orders for the wastewater section of the company's work order system. The annual soil report for 2019 recommended lime. Lime application is planned for the end of this year. GW59s show intermittent nitrate exceedances in MW-2, and the Wilmington Office continues to watch for trends. There are missing GW59 reports that need to be submitted as soon as possible. The last complaint was in March 18. 2019 for odor. The facility has an agreement with a local farmer to cut, bale and remove the crop when needed. Maintenance of the fields, to include leveling, new sprigs and lime application is planned for later this year. Sprinkler heads are checked daily for leaks and proper operation, and the pivot system is greased and main filter cleaned monthly. AMS Services calibrated all the spray zone flow meters on 02/05/2020. All the GW monitoring wells were locked and in good condition. Envirochem collects the required well samples for the GW59s.
