Thank you Twyla. However, is NMFS agreeable to the first or second week in September? Below is an excerpt from my 7/22 e-mail. If our tug boats that are
needed to mobilize the dredge come in when they are supposed to (nothing guaranteed these days) then we would look to dredge the first or second week in
September.
"...1 apologize for changing this once again, I have just been informed that the Coast Guard will not allow our existing tug boats to be certified in their current
condition. With our new tugs coming at the end of August it doesn't make sense financially to make any repairs to the ones we have. Therefore we would now
be looking to dredge the first or second week of September so the dredge can make it back to the yard for maintenance as soon as possible (it is currently tied up
right next to the Southdock basin). If anything postpones this work further we would just wait until the moratorium is no longer in effect and dredge in
October."

Brian,
The NMFS has reviewed your request for additional time extension to dredge within the Southdock Basin. Your request states the dredging will take one week
for completion and is scheduled for either the first or second week of August. The NMFS has no objection to the extension being granted to allow for this one
week window. Extensions for this project have been approved for both May 1 and June 30th dredging dates. While certain circumstances surrounding COVID-
19 have been unavoidable, the NMFS continues to strongly encourage projects to stay within dredge windows to avoid potential impacts to EFH habitat and
protected species in the area.
Thank you for your coordination,
Twyla

Twyla,
Yes, I have attached your April response and it was for the end of June. The NC DOT Dredge Manteo ended up staying out and dredging the South Ferry
Channel for Dare County longer than planned before having mechanical issues and having to pull off of the project. Dare County took care of the moratorium
relief requests for this as the work was done under their permits. There are no plans to go back to South Ferry or the old ferry channel that was mentioned in
the April request. This basin is last dredging we plan to do in the area for the foreseeable future.
However, and I apologize for changing this once again, I have just been informed that the Coast Guard will not allow our existing tug boats to be certified in
their current condition. With our new tugs coming at the end of August it doesn't make sense financially to make any repairs to the ones we have. Therefore
we would now be looking to dredge the first or second week of September so the dredge can make it back to the yard for maintenance as soon as possible (it
is currently tied up right next to the Southdock basin). If anything postpones this work further we would just wait until the moratorium is no longer in effect
and dredge in October.
Please feel free to give me a call if I need to clarify any of this.

Brian,
Just trying to catch up on projects. We originally agreed to June 30th on this, I believe?
Thanks,

Hi Twyla,
The NC DOT Ferry Division is requesting authorization to dredge within the Southdock ferry basin. The mouth of the basin is beginning to display signs of
shoaling that could potentially be severe enough to impact the safety of those aboard the ferries, including the traveling public. The dredge is currently out of
service for repairs but it should be operational within a couple of weeks. If the NMFS and the NC DMF grant permission to dredge within the basin we would
then request authorization from the US ACE and the DCM. If all approvals are received, NC Ferry would plan to begin work the first or second week of August.
The work would take approximately one week.
I have attached a survey of the basin for reference. It is from February 2020 so it does not display the current levels of encroachment adequately. However, a
new survey is scheduled to be take place within the next two weeks and can be provided upon its receipt. Please let me know if you need any additional
information.
