SUBJECT: Nash County, Gold Rock, Bridge # 223, Interstate 95 on Swift
Creek, Preconstruction Notification for NWP #3 and Water Quality
Certification #3290.
Dear Mr. Alsmeyer:
The North Carolina Department of Transportation (NCDOT) hereby requests
authorization under Nationwide Permit #3 to place additional riprap in the stream channel
of the subject stream, in order to prevent further destabilization of the structural integrity
of the subject bridge. Extensive scour was observed after Hurricane Floyd, but was not
recorded until floodwaters had receded and NCDOT staff was able to assess the condition
of the bridge. Unfortunately this project did not meet the deadline for permitting under
the old Nationwide Permits. Authorization under the new Nationwide Permit #3 is needed
urgently, and any effort to expedite the review process would be greatly appreciated.
NCDOT proposes to repair the bridge structural footings, which have been undermined
by scour during recent flood events, by placing riprap under and around the existing bents.
Placement of Class B riprap under and around the base of the bridge foundation will
effectively stabilize the existing bridge structure and prevent future scour beneath the
bridge. The total amount of riprap is estimated to be less than 50 cubic yards, and the
minimum amount necessary will be used to effect repairs. In order to effect repairs,
NCDOT plans to bring an excavator down the existing asphalt path to the edge of the
water, place riprap and mats in the stream in order to access Bent 4 (see-attached photo)
and place the riprap around the bent. The excavator would work from the existing slope,
in order to place riprap around Bent 3. The riprap would be brought to the site by truck
Post Office Box 3165, Wilson, North Carolina 27895-3165
and unloaded from the top of the bridge and from the slope. The excess riprap and mats
would be removed as the excavator exited the project area.
Ti.m Savidge of NCDOT Project Development and Environmental Assessment Branch
conducted visual and tactile search for freshwater mussels on November 6, 2000.
No live mussels were found in the immediate vicinity of the bridge and project work area,
or, within 500 feet downstream of the proposed project area. Based on this survey, and
the lack of suitable habitat in the project area, NCDOT believes that the proposed action is
not likely to affect any federally endangered species.
Temporary impacts to the stream channel will be the minimum necessary to effect the
repairs, and all appropriate sediment and erosion control measures will be utilized.
Temporary impacts to the riparian buffer will not exceed 1500 square feet and any
vegetation removed will be restored within six months.
The NCDOT anticipates that these activities will be authorized under Nationwide Permit
#3. Enclosed please find the project site map; site plans and photos; and the
preconstruction notification form for the above referenced project. By copy of this letter,
we are also requesting a 401 General Water Quality Certification # 3290 from the North
Carolina Division of Water Quality.
