REQUEST FOR MORE INFORMATION-EXPRESS REVIEW PROGRAM
On March 26, 2007, the Division of Water Quality (DWQ) received your application for the E22 Access
Road/Wake County schools site. The DWQ has determined that your application will require additional
information. Please provide the following information so that we may continue to review your
project:
1. Applicability of Nationwide 39: Please send written verification from the US Army Corps of
Engineers Raleigh Field Office that this project will fall into a Nationwide Permit.
2. Please provide full-sized site development plans for the site.
3. Your Express Review acceptance letter noted the requirements for the stormwater management
plan. This information was not provided. Please provide stormwater management plans (site
construction plans, supporting calculations, worksheets for each stormwater BMP, signed and
notarized Operation & Maintenance agreement, etc.) along with form
http://h2o.enr.state.nc.us/ncwetlands/documents/Exp Rev SWMA.pdf). Furthermore, your project
is located in a watershed classified as WS-IV, NSW. Please note that the general Water Quality
Certification No. 3631 (corresponding to NW 39) requires extended detention wetlands,
bioretention, or wet ponds followed by engineered forested filter strips for projects draining to
Water Supply (WS), Nutrient Sensitive Waters (NSW), and other sensitive watersheds.
Please respond within five (5) days of the date of this letter by sending five (5) copies of this information.
The Express Review Program is a process that requires all parties to participate in a timely manner. If the
DWQ feels the Express Review Program is the incorrect review program for your project, then we may
have to return your application and have it reviewed through our regular 401 Water Quality Certification
Program.
This letter only addresses the application review to date and does not authorize any impacts to wetlands,
waters or protected buffers.
