PROJECT SUMMARY The applicant is proposing to install 195 linear ft of new bulkhead landward of coastal wetlands 9. PROJECT DESCRIPTION: The project site is located at 216 Shell Dr., Pelican Point Subdivision, adjacent to Chadwick Bay, in Sneads Ferry, Onslow County. To get to the property from US Highway 17, Approximately 4 miles north of Holly Ridge, take a right on Old Folkstone Rd. After crossing NC Highway 210, proceed 1.8 miles and turn right on Chadwick Acres Rd. Stay straight to go onto Grandview Dr., turn left on Big Hammock Point Rd., turn left onto Shell Dr. and the property is located on the right. The property is approximately 15,000 ft?. The current elevation of the property is approximately 1.5' above normal high water (MHW). The project site is adjacent to residential properties on the west and east sides and is bordered by Chadwick Bay on the north and Shell Dr. to the south. The highground portion of the property is vegetated primarily with lawn grasses, ornamental plants, and live oaks (Quercus virginiana). The property currently has a residential structure under construction and a pier with an open and a covered boatlift. Coastal wetlands are present along the entire shoreline consisting of a 8' band of salt meadow cordgrass (Spartina patens) in the high marsh and a 4' band of smooth cordgrass (Spartina alterniora) in the low marsh. The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries HAS designated this area of Chadwick Bay as a Primary Nursery Area, and the waters adjacent to the proposed project are OPEN to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install a new wooden bulkhead measuring approximately 75' in length approximately 8' landward of normal high water (NHW) and landward of all coastal wetlands. The applicant is also proposing to install two 60' wing walls extending landward along the property lines. After installing the bulkhead and wing walls using a vibratory hammer, the area behind the bulkhead will be filled using clean material from an upland source and resulting in filling approximately 20 W of §404 wetlands at the northwest corner of the structure. 10. ANTICIPATED IMPACTS The proposed bulkhead installation would result in the filling of approximately 20 ft? of §404 wetlands and the disturbance of approximately 1,080 ft.2 of highground.
