This compliance inspection was conducted by DWR staff persons Patrick Mitchell and Caitlin Caudle. All required records and documents were available at the time of inspection and were in good order. Review of the subject facility reflects compliance with permit WQ0002523. Please refer to the enclosed compliance inspection report for additional comments and details from the inspection. Accompanying staff on the inspection was Mr. Daniel Davis, Superintendent & Back -Up ORC and Mr. Randy (Rabbit) Homey, WWTP ORC. Below is a summary of items noted during the inspection. 1. The subject facility has not produced compost within the last two permit cycles. They have been hauling 100% of sludge produced to landfill. Landfill hauling receipts for years 2018, 2019, and thus far in 2020 were reviewed and appear to be complete. The previous ORCs (now retired) reportedly had some issues with meeting 503 temperature requirements and therefore stopped trying to make compost. The last attempts at making compost was believed to be --2005-2006 timeframe. Recently upgrades have been made at the WWTP with new equipment added to the treatment process. In addition, new ORCs are now running the operation and they have interest in trying to produce compost with the sludge produced from the updated WWP. They discussed potentially trying several different compost methods to meet Pathogen & Vector Attraction Reduction requirements (windrow method, within vessel method and aerated static piles method), to see which works best for this facility. 2. During the visit, it was noted that the blowers associated with the forced air aeration of the compost piles have been removed. The aeration hose, the drain system and the concrete pad utilized for composting are all still present. Standard windrow composting method and within vessel method could be utilized on the concrete pad in absence of the forced air static piles method. Representatives said adding the blowers back can be done easily.
