RE: Soil Suitability Report --Elite Homes -Seaside Road Tract, Seaside Area, Brunswick
County, North Carolina
Dear Mr. Taylor:
This tract was evaluated to determine the suitability for onsite waste disposal. The
Department of Environment, Health, and Natural Resources, Division of Environmental
Health Regulations, NCAC 130A, Section 1900 were used as a guideline for making this
evaluation. This consultant cannot guarantee issuance of improvement permits for this
tract but will represent its' client to this end.
This tract (-6.5 acres) is located on the west side Seaside Road S.W. (SR 1162)
approximately .3 mile south of the intersection of NC 904 and NC 179, Seaside area,
Brunswick County, North Carolina.
The tract evaluation consisted of borings made across the tract to examine soils. Soil lines
are paced and approximated. Areas of 404 Wetlands were located on the map and have
not been flagged nor reviewed by the U.S. Army Corps of Engineers.
The attached map shows the soil suitability classes and their distribution across the tract.
The following discussion only refers to this tract.
The "YELLOW" areas can be classified as suitable for onsite waste disposal with
conventional septic systems. The estimated seasonal high water table is 36 to 48
inches deep with a permeability rate of 0 and 30 minutes per inch. The dominant
soil type is Wando with loamy sand surfaces over sandy to loamy sand subsoils.
The "GOLD" areas can be classified as provisionally suitable for onsite waste
disposal with shallow conventional and fill septic systems. The estimated seasonal
high water table is 18 to 30 inches deep with a permeability rate of 0 to 30 minutes
per inch. The dominant soil type is wet Wando and Onslow with loamy sand
surfaces over sandy to loamy sand subsoils.
The "BROWN' areas are classified as upland soils unsuitable for onsite waste
disposal due to seasonally high water table within 12 inches of the soil surface and
restrictive horizon within 18 inches of soil surface. The dominant soil type is Leon.
This report should be used as a planning tool for lot layout to insure permit viability on this
tract. A individual plot plan will be needed for each lot subdivided within this tract before
the Health Department can issue a permit. Please contact me if you need additional

Dear Mr. Norris:
The Wilmington Regional Office received previously requested information for the Stormwater
Management Permit Application for Sunset Oaks on July 22, 1997. A preliminary review of that information
has determined that the application is not complete. The following information is needed to continue the
stormwater review:
1. The vegetated filter detail provided does not represent what you propose. Your outlet piping
is parallel with the spreader, not perpendicular, which will need additional detailing to
represent accurately.
2. The building footprint is not dimensioned, as previously requested. The layout plan does not
show all the building dimensions.
3. Your calculation of drawdown is incorrect. 1720 gal/day equates to 230 cf/day, not 12,865.
There are 7.48 gallons in one cubic foot. At the proposed rate of .4' gal/day/sf, the system
would take about 62 days to drawdown. You must use at least the minimum rate required by
the regulations of .52" per hour.

9. Based on our on -site observations we do not believe that a large amount of off -

1. We have enclosed a footprint drawing per your previous request. This was evidently
overlooked in putting the last package together. No wood decks are proposed.
2. We have enclosed a marked -up plan showing the drainage area. Again, this was
inadvertently left out of the last package. We apologize for the inconvenience.
3. We have enclosed a copy of the soils report and other requested information.
4. The basin detail has been corrected to show 4 feet of storage depth. We have
rechecked our calculations and continue to have 14,113 cubic foot of storage.
5. The vegetated filter and flow spreader detail is on sheet C3. Perhaps we did not send
you that drawing either. We have enclosed 3 copies.
6. The side slope has been modified to 4:1.

The Wilmington Regional Office received previously requested information for the Stormwater
Management Permit Application for Sunset Oaks on July 3, 1997. A preliminary review of that information
has determined that the application is not complete. The following information is needed to continue the
stormwater review:
1. A typical unit footprint detail, dimensioned, with concrete and wood deck areas shown was
not provided.
2. Your letter indicates that marked up plans showing the drainage area into the system,
including off -site areas, were included with the resubmittal. Only 3 copies of the plans were
received, with no marked up copy.
3. A copy of the soils report, indicating the type of soil, the expected infiltration rate, and the
elevation of the Seasonal High Water Table.
4. Your calculations use a storage depth of 4' to determine if the required volume has been
provided, but the basin detail shows only 3' of depth available. If the depth varies from 3 to
4 feet, then the end area method will be more accurate in determining if the required volume
has been provided. By my calculation, approximately 10,695 cubic feet has been provided
with the current cross-section. Enclosed please .find your original copy of the calculations
which was sent to me.

Please clarify. Perhaps by using 4:1, the additional 4,000 cubic feet needed for storage can
be found.

area of the pond.

12. Add a monitoring well.
13. Add a detail of the catch basin with baffle bypass. Include pertinent elevations, inlet, outlet,
and bypass piping configuration and inverts, and baffle wall location and top elevation.

requested information should be received by this Office prior to June 23, 1997, or the application will be
returned as incomplete. The return of a project will necessitate resubmittal of all required items, including
