RE: 2020 ANNUAL REPORT— MS4 Permit Number #NCS000480
Mrs. Powell:
Per mandates from NCDEQ the Town of Rutherford College acknowledges the deficiencies that exist in
its stormwater monitoring program, per Notice of Violation (NOV-2019-PC-0452) and have taken the
following steps to remain compliant:
1. The Town Council ratified an agreement with the WPCOG to construct and assist with the
implementation of a functional Storm -Water Management Plan in August of 2019.
2. The Town Council ratified an agreement with the Western Piedmont Council of
Governments (WPCOG) for stormwater education and outreach to the public in May of
2020.
3. Constructed and periodically updates an information page on the Town's website for the
public to call and report discharge violations or stormwater issues.
4. Consults with West Consultants Engineering of Morganton on a case -by -case basis regarding
construction/site inspections in relation to stormwater retention mechanisms.
5. The Town has budgeted approximately $30,000 to cover the cost of the educational
outreach and as needed site inspections. It is the administration's intent to keep the MS4
Program compliant now and in subsequent years.
Moving forward, the Town of Rutherford College acknowledges these on -going requirements and
intends to comply fully with the MS4 program.
