The directions to the project site appear to be backwards (Section I, 3). The directions should be from the nearest major intersection to the project site. Please revise. The directions have been revised. 2. This project does not provide adequate treatment (Section IV, 1). This project does not meet the definition of “Runoff Volume Match” or “Runoff Treatment” (15A NCAC 02H .1003(3)). Please refer to the definitions of these terms in Part A-1 of the Manual or 15A NCAC 02H .1002 and design the project so that either “Runoff Volume Match” or “Runoff Treatment” are met. The project meets runoff volume match for the site per the attached revised stormwater impact analysis. 3. The drainage area information as shown in Section IV, 10 should only refer to the area that drains to the proposed SCM (92,487 sf per the included drainage area map). The application has been revised. 4. Please break down the proposed BUA by type (Section IV, 10). Per plan sheet C-3, there appears to be added sidewalk and added driveway (a “street” for accounting purposes). The BUA has been broken down further on the application. 5. Please complete Section IV, 11 if there are off-site components to the drainage area listed in Section IV, 10. There are no off-site components to the drainage area. The norther parcel slopes away from this site based on field visits. 6. Please complete a Supplement EZ form for the project (Section V & Section VI, 3). The Supplement EZ form can be found here: https://deq.nc.gov/about/divisions/energymineral- land-resources/energy-mineral-land-permit-guidance/stormwater-bmp-manual The EZ form has been added in the Stormwater Impact Analysis. 7. Please initial all provided items in Section VI. If an item is not applicable, please indicate “N/A”. Noted. 8. Please provide 1 additional copy of the Application as only the original Application was provided (Section VI, 1). The additional copy does not require an original signature, a photocopy will suffice. See attached. 9. Please provide calculations that demonstrate compliance with the MDCs and show how the facility is sized/designed (Section VI, 7) See the attached stormwater impact analysis. Please include the drainage area delineations in the main plan set (Section VI, 8o). While not required, it is recommended to include a BUA accounting table (similar to the one found in Section IV, 10) showing the size of the drainage area (with on-site/off-site areas) and BUA allocation (amount and type) for the existing and proposed drainage areas. The drainage area plans have been included in the plan set. The BUA has been broken down on the Post Development Drainage area plan. 11. Please provide documentation from the Secretary of State showing that Coolwick, LLC is in good standing and that Tim Wicker is able to sign on their behalf (Section VI, 11). See attached documentation. 12. Please provide proof of nutrient offset credit purchase if nutrient offset credits are being used for this project (15A NCAC 02B .0711(5)(d)). Per the SNAP tool, nutrient offset is not required. 13. NOTE: The proposed dry detention basin was not reviewed for compliance with the MDCs since it is a secondary SCM and is unable to provide adequate treatment for the proposed project by itself. Noted. 14. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents.
