Dear Mr. Robinson:
You have our approval, in accordance with the attached conditions and those listed below for the purpose
of a bridge replacement over Big Alamance Creek, as you described in your application dated May 1, 1998.
After reviewing your application, we have decided that this impact is covered by General Water Quality
Certification Numbers 3101 and 3114. These Certifications allow you to use Nationwide Permit Numbers 12
and 33 when they are issued by the Corps of Engineers. In addition, you should get any other federal, state or
local permits before you go ahead with your project including (but not limited to) Sediment and Erosion
Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. This approval will
expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General
Certification.
This approval is only valid for the purpose and design that you described in your application except as
modified below. If you change your project, you must notify us and you may be required to send us a new
application for a new certification. If the property is sold, the new owner must be given a copy of this
Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland
fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as
described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the
conditions listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition conforming to Chapter 150B of the North Carolina General Statutes to the Office of Administrative
Hearings, P.O. Box 27447, Raleigh, N.C. 276 1 1-7447. This certification and its conditions are final and
binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water

Subject: Alamance County, Replacement of Bridge No. 12 over Big Alamance
Creek on North Carolina 62, Federal Aid Project No. BRSTP-62(1), State
Project No. 8.1470701, T.I.P. No. B-2501, Action I.D. 19950100.
On August 16, 1995 the North Carolina Department of Transportation distributed a
Categorical Exclusion document for the above referenced project proposing to proceed under a
Nationwide Permit in accordance with 33 CFR Appendix A (B-23). On August 28, 1995 the
Corps of Engineers verified the issuance of NWP 23 (Corps of Engineers Action I.D. 19950100).
The CE document stated that no jurisdictional wetlands would be affected by the construction of
the project. Project design now requires the relocation of a 200 mm water line and a 150 mm gas
line under the creek and placement of cofferdams in the creek to facilitate construction. The
current location of the water line is preventing the construction of one and possibly two --
shafts. We expect that the utility line relocatio authorized under Nationwide P it 12
and the cofferdam authorized under-- tde 33.
Both lines will be relocated within the existing right-of-way between Stations 4+74 to
Station 6+86 Line-L-. The water line will be located parallel to and approximately 13 meters
(43 feet) upstream of the bridge inside the right-of-way. The gas line will be located parallel to
and approximately 1.5 meters (5 feet) left (upstream) of the proposed water line and
approximately 1.5 meters (5 feet) inside the right-of-way. The length of each utility line under
the creek will be 35 meters (115 feet). Impacts on jurisdictional surface waters will be
temporary. No clearing will occur in jurisdictional areas.
Following installation of one-half of the water line, the area will be backfilled with
material originally removed from the excavation to a depth of at least one foot. The backfilled
area will be tamped and the coffer dam system moved to the remaining half of the river. The
final half of the water line will be installed in a fashion similar to the first half and the cofferdam
system removed. A track hydraulic excavator will be used to place the cofferdam and the utility
line. It is anticipated that the contractor will perform an additional excavation parallel to and four
feet from the water line installation for the gas line. It is anticipated that this excavation will
proceed along with the water line installation. Preconstruction contours will be restored to the
creek bed. All material resulting from excavation will be placed so that it is not dispersed by
currents or other forces. Any excess material will be removed to upland areas and exposed-
stream banks stabilized immediately upon completion.
The enclosed drawings (Sheets 4 to 7 of 7) describe the two options for the proposed
cofferdams.
Option 1 consists of cofferdams composed of temporary concrete barriers
covered with plastic and weighted with sand bags. This option will result in
0.016 acres of temporary fill in surface waters.
2. Option 2 consists of cofferdams composed of Class 1 and 2 rip-rap
weighted with sand bags. This option will result in 0.021 acres of temporary
fill in surface waters. This option will allow the contractor to work when
the water level is above 3 feet.
Restoration Plan: The natural streambed and plant material will not be removed. No
permanent fill will result from the subject activity. Reference elevations are available for
the area of proposed construction of the cofferdams. Following completion of the utility
line relocations all material used in the construction of the cofferdams will be removed
and disposed of in an upland location or reused by the contractor. The temporary fill area
will subsequently be restored to its approximate original contour and rough surface
texture. The temporary impact area is expected to recover naturally, since the natural
streambed and plant material will not be removed. The NCDOT does not propose any
additional planting in this area.
Schedule: The work will commence on May 1, 1998 and be completed by August 31,
1998. The work to be completed within this time frame includes the construction of the
cofferdam, all work associated with the placement of the utility lines, removal of the
cofferdams, and completion of the restoration plan.
Enclosed are sketches of the structures, project site map and preconstruction notification
form for the utility line replacement. The NCDOT hereby requests the issuance of Nationwide
12 and Nationwide 33 permits authorizing relocation of the utility lines and construction of the
cofferdams. We anticipate the 401 General Certification will apply to this project, and are
providing seven copies of these documents to the North Carolina Department of Environment
and Natural Resources, Division of Water Quality, for their review.
