Subject: Alleghany County, Replacement of Bridge No. 52 over Little River on
SR 1172 and Bridge No. 56 over Pine Swamp Creek on SR 1278, Federal
Project No. BRZ-1172(4), State Project No. 8.2700201, T.I.P. No. B-2803,
Action ID 199708087 and 199708182.
On July 31, 1997 we submitted a request for verification of Nationwide Permits 23 and 6
for replacement of the structures and for geotechnical work. The NW 23 verification was
received on August 20, 1997. As described in our original submittal bridge No. 52 will
be replaced at its existing location with a bridge 34 meters (110 feet) long and 6.0 meters
(20 feet) wide and during construction traffic will be detoured on existing secondary
roads.
We had originally designed bridge No. 56 to be replaced with a triple barrel 3.0 meter x
2.4 meters (10 ft x 8 ft) reinforced concrete box culvert on new alignment with traffic
maintained on the existing bridge during construction. The proposed culvert was to be a
bottomless culvert, which complied with Condition 2 in the Wildlife Resources
Commission (WRC) letter of August 8, 1997. Bottomless culverts must be anchored in
bedrock, which must be at a depth of no more than five feet. The geotechnical borings
revealed that the bedrock was deeper than five feet so we are not able to use a bottomless
culvert. We have changed the design and will use a double barrel culvert 12 feet by 12
feet. The cul0ft will be buried one foot below the existing streambed and will have a 6-
foot wide, meandering low flow channel with baffles for fish passage. Stone from the
stream bed or 2 inch gravel will be placed in the culvert. We believe that this design
complies with the goal of Condition 2. A copy of the bridge design report is attached to
this letter.

received on August 20, 1997. As described in our original submittal bridge No. 52 will
be replaced at its existing location with a bridge 34 meters (110 feet) long and 6.0 meters
(20 feet) wide and during construction traffic will be detoured on existing secondary
roads.
We had originally designed bridge No. 56 to be replaced with a triple barrel 3.0 meter x
2.4 meters (10 ft x 8 ft) reinforced concrete box culvert on new alignment with traffic
maintained on the existing bridge during construction. The proposed culvert was to be a
bottomless culvert, which complied with Condition 2 in the Wildlife Resources
Commission (WRC) letter of August 8, 1997. Bottomless culverts must be anchored in
bedrock, which must be at a depth of no more than five feet. The geotechnical borings

revealed that the bedrock was deeper than five feet so we are not able to use a bottomless
culvert. We have changed the design and will use a double barrel culvert 12 feet by 12
feet. The culvert will be buried one foot below the existing streambed and will have a 6-
foot wide, meandering low flow channel with baffles for fish passage. Stone from the
stream bed or 2 inch gravel will be placed in the culvert. We believe that this design
complies with the goal of Condition 2. A copy of the bridge design report is attached to
this letter.
