Kimley»>Horn July 15, 2020 Mr. Paul Wojoski NC Division of Water Resources 401 & Buffer Permitting Unit 512 North Salisbury Street Raleigh, NC 27604 RE: Park Depot Greenway Trail NCDWR #15-0995; SAW-2015-01053 Buffer Authorization Modification Request Town of Fuquay-Varina, Wake County, North Carolina Dear Mr. Wojoski: On behalf of our client, the Town of Fuquay-Varina, Kimley-Horn is requesting a modification to the previously approved Neuse River Basin Riparian Buffer Authorization (NCDWR #15-0995) for the above referenced project in Fuquay-Varina. The project was originally permitted in September 2015 and reauthorized in April 2019. As permitted, the project will construct approximately 2,000 feet of greenway with a timber boardwalk crossing over a tributary to Black Creek, connecting Honeycutt Park to an existing greenway east of NC 55. This modification request proposes to realign approximately 800 feet of greenway on the west side of NC 55 to resolve location conflicts with an adjacent residential development. The design changes include minor alignment shift to the northeast, modifications to the drainage design, and the addition of a retaining wall along the northeast side of the greenway east of Impact Site 3 to avoid new wetland impacts. A field investigation of the updated project study area, including areas associated with the modified greenway alignment, was conducted in June 2020 by Kimley-Horn environmental scientists. Areas outside of the previously permitted study area were located in uplands and no additional streams, riparian buffers, or wetlands were identified. As a result of the alignment shift, impacts to Zone 2 of the protected buffer associated with the UT to Black Creek at Site 3 will increase by 500 square feet. Due to topography within the greenway easement, the revised alignment will collect stormwater in two small areas on the south side of the greenway. Stormwater will be treated via vegetated ditches/swales prior to entering culverts, crossing beneath the greenway, and discharging into the riparian buffer. Impacts at Site 1 and Site 2 will remain the same as permitted previously.
