DANIEL SMITH Director Paul Draovitch Senior Vice President Environmental, Health & Safety Duke Energy 526 South Church Street Mail Code EC3XP Charlotte, North Carolina 28202 NORTH CAROLINA Environmental Quality July 15, 2020 Subject: Gypsum Pad Storage Area Additional Groundwater Assessment Work Plan Comments — Mayo Steam Electric Plant Dear Mr. Draovitch: On February 13, 2020, the North Carolina Department of Environmental Quality (DEQ) Division of Water Resources (Division) received the proposed Gypsum Pad Storage Area Additional Groundwater Assessment Work Plan for the Mayo Steam Electric Plant. On February 18, 2020, Eric Rice of the Division's Raleigh Regional Office provided a recommendation to proceed with the proposed plan with no additional comments in an email to Kimberlee Witt of Duke Energy This letter serves as the formal approval to implement the proposed plan in the study area under the condition that the results are reported in the upcoming Comprehensive Site Assessment that addresses this potential source area as part of its scope. If applicable, the results should also be incorporated into the revised geochemical and groundwater fate and transport models for the site. If the results of the modeling show current or future impacts to groundwater and/or surface water from this area, then appropriate remedial strategies shall be proposed in a Corrective Action Plan for primary and secondary sources not associated with the impoundments. In addition, data from this study area may need to be considered as part of the Effectiveness Monitoring Plan for the facility.
