Khan, Regional Engineer 610 East Center Avenue, Suite 301 Mooresville, North Carolina 28155 Dear Mr. Khan, The City of Salisbury acknowledges that it received the Notice of Violation (NOV-2020-PC0057). Although we have multiple concerns with the accuracy of the audit report, it is the City of Salisbury’s intention to comply with the requirements mentioned in the Notice of Violation. There were many areas of concern that the City of Salisbury has with regard to the Audit report that was filled. One of the major areas of concern is with the response to our previous annual reports. Our annual reports of the past were based off the recommendation of Mike Randal and the reports reflected the procedures that he put into place. Since the new administration has started, we have followed the template supplied by DEQ. The audit report did not reflect this and actually penalized us for following these orders. We have additional concerns in reference to the inaccuracy of information stated by Mr. Wise. Mr. Wise contradicted himself on several occasions with regard to the quality of the website. He stated that he was unable to find information listed when the required information is listed and even featured in multiple places on our website. On several occasions Mr. Wise missed information that was easily accessible to the public and penalized The City of Salisbury for this missed information. The audit report also lists false information with regard to our site inspection. This false information reported by Mr. Wise we believe had an adverse effect on our audit results. The overall summary of the audit report that Mr. Wise submitted was vague, subjective, and lacked any real guidance. To obtain clarification with the report, the City of Salisbury reached out to Mr. Wise 8 different times without an effort made by Mr. Wise to contact us back. Although we do not agree the Notice of Violation, we intend to comply with the requirements mentioned. Please feel free to contact me with any questions or concerns you may have in the future.
