PROJECT SUMMARY: The applicant proposes to replace an existing ±22' wide by ±69' long bridge with a ±28' wide by ± 105' long bridge. Z A NC DOT Bridge #42 Hertford County Project setting -0D The N. C. Department of Transportation (NC DOT) proposes to replace bridge #42 located on SR 1441 crossing Swain Mill Creek (Deep Swamp Branch - Taylor Pond) east of Harrellsville in Hertford County, North Carolina. The existing bridge is ±22' wide and ±69' long. The approaches to the bridge form peninsulas into Swains Mill Creek on both sides creating a ponding effect upstream of the bridge as well as a wide creek proper on the downstream side of the bridge. The fill approach shoulders on both sides are vegetated with upland grasses which give way to shrubs and mixed hardwoods and pines. A wetland fringe borders the entire area with the exception of the immediate bridge site. The wetland fringe is vegetated with cypress nearest the upland interface and wildrice at the waters edge changing over to Arrow arum and then water lilies as you move into the creek proper. A power line crosses on the downstream (north) side of the bridge ±8 feet off the existing structure. Three cypress trees are clustered in the center of the channel under the power lines. The creek is ±60' wide at the bridge crossing and the vertical clearance under the existing bridge is ±9'. Swain Mill Creek (Deep Swamp Branch - Taylor Pond) is classified as C-NSW by the Environmental Management Commission. Project description NC DOT proposes to replace an existing ±22' wide by ±69' long bridge with an approximately 28' wide by ± 105' long bridge. The existing bridge which has 3 bents will be removed and replaced with a new bridge which has 2 bents. Approximately 1,600 ft2 of high ground (existing approach fill) will be removed which will increase the horizontal opening under the bridge from ±69' to f 105'. The existing vertical clearance of ±9' will be reduced by .5' to ±8.5' . Rock riprap is proposed at both end bents above the normal water level f 15' wide by ±60' long. Anticipated impacts The project as proposed would result in the excavation of ±1,600 ft2 of approach fill and the filling of ±900 ft2 with riprap of the same area. The existing bridge has a navigable opening between existing bents of ± 17' wide with a vertical clearance of ±9'. The proposed bridge will have a opening of ±45' wide with a vertical clearance of f 8.5' which will enhance navigability while slightly reducing the existing vertical clearance. The existing bridge width of ±22' will be increased with the new bridge to ±28'. The increase in the opening under the new bridge should result in a re-establishment of a wildlife underpass for the area. Localized turbidity would occur as a result of the construction activities. SECRETARY Re: Proposed Replacement of Bridge No. 42 on SR 1441 in Hertford County Onlabout September 29; 1995 the North Carolina Department of Transportation (NCDOT) submitted a CAMA Major Development Permit application for the proposed replacement of bridge # 42 in Hertford County. A permit was required, because Swain Mill Creek, at the site of bridge # 29, was determined to be a Public Trust Water Area of Environmental Concern per Administrative Code Subchapter 7H.0207. On October 12, 1995 the Division of Coastal Management (DCM) returned the application due to discrepancies in the information provided. Corrections have been made to the application as recommended in DCM's October 12th letter. The revised MP-1 and MP-5 applications and accompanying drawings are attached. Riparian landowner notification verifications are also provided. It is requested that this revised application be processed as soon as possible to enable the Bridge Maintenance program to upgrade the existing; functionally obsolete structure in the near future.
