Representatives of Terracon Consukants, Inc. were an ate today to test bath proposed foundation bearing salt and subgrade
soils for asphalt paved areas using a dynamic cote penetrometer and a hand auger.
Project Imo, In the form of a site -ugly plan was provided to us by Mr. Taylaf This drawing indicated the location of
the building and asphalt paved areas and was used in kxm tg areas to be tested.. The approomate areas tested today are
indicated on the attached drawing. Dynamic carte penetrometer test results were obtained at approximate one That intervals to
a maximum depth of six feet below the existing ground surface. The test results obtained are attached.
The soils encountered today Included approximately slot inches of grass and topsol , underlain by yellow tan and yellow brown
slightly silty fine to medium sand. This upper sand stratum was underlain by yellow brown sandy day and tan brown, red
brown and gray silty day. The day stratum is underlain by yellow tan slightly silty fine to medium sand. Groundwater was not
encountered to the depths augered.
Loose to medium dense sandy soils and medium stiff W stiff clayey soils were encountered at the locations tested today. After
stripping and prior to placing fill to raise site grades, we recommend that the native sort subgrade be densified using a smooth
drum vibratory compactor. Based on the dynamic cone penetrometer test results obtained today. we recommend that wall and
column footings for the building be sized for an allowable soil bearing pressure of 2000 psf.
Structural till soil for building and parking areas should be installed in maximum 12 inch loose lilt thidmesses. The flit should
be compacted to no less then .98 percent of the standard Proctor maximum dry density.
Prepared bearing surfaces for foundations should not be disturbed or left exposed during inclement weather. Saturation of
the footing subgrade can cause a loss of strength and increased corrtprsssibility. If construction occurs during Inclement
weather and conaefing of foundations is not possible at the time they are excavated, a layer of lean concrete should be
placed on erased bearing surtaxes for protection. Also, concrete should not be placed on *man subgrade. The bottom of
the foundation excavations should also be dean and free of any loose soil, mud or debris prior to placing concrete.
Regardless of the thoroughness of a geotechnical study, there is always a possibility that subsurface conditions will
be different from those at the boring locations, that conditions will not be as anticipated by the designers or contractors, or that
the construc *m process will attar soil conditions. Therefore, the geotechnical engineer's repnesentaWe should observe the
site preparation, earthwork, foundation construction and floor slab con*ucbon to corrk m that the conditi ns Indicated by the
geotechnical exploration actually exist We recommend the owner or contractor retain Tetracon for this service since we are
already familiar with the project, the subsurface conditions, and the intent of the recommendations and design. The
conclusions and recommendations provided in this report are subject to Terraaon personnel observing the construction
procedures and subsurface conditions encountered at the site.

As requested, soil seasonal high water table and Satura W Hydraut'rc Conductivity (Kde)
testing was oorKkxWd on December 20, 2011 for a proposed ant in Beaufort
County, NC. The ref mumed property was also evaluated for the presence of 404
jurisdidaonal wetlands.
The presence of 404 jurisdictional wetlands was based on the United Stwes Army Corps of
Engineers 1987 Wetland Delineation Manual and Regional Suppkamt to the Caps of
Engineers Wetland Delir>eallon Manual: Atlantic and gulf Coastal Plain Region. The method
of evaluation requires the presence of wetland vegan, wetland hydrology, and hydric soil
to corsstitute a wetland. The findings of this wetland Investigation am rued on the
enclosed wetland map.
The method of soil evaluation for seasonal high water table ufilized a 2 inch hand auger
boring to a depth of 84 inches at one location. An enclosed map identifies the
approximate location of the boring conducted in the proposed stonnwater treatment
area. The findings of this investigation suggest a seasonal high water table is
approximately 75 inches from the surface. The method of determination was based on
the presence of soil redo)amorphic features that indicate a soil wetness condition. The
soil did not exhibit physical wetness at the time of investigation. The soil profile
descriptions contained:
0-15 inches; light olive bran (10YR 211) sandy loan wean fine granular Wucture; friable.
15-38 inches; yellowish bran (10YR US) sandy day loam: weak fine subar qAw blocky
struchn; firm.
36fi4 inches; tight yekmAsh brown (10YR614) sandy loan; weak fine granulw structure;
friable.
64-75 inches; light gray (10YR 712) and brownish yellow (10YR W) loamy sand; single
grained: very friable.
75-84 inches; light gray ('I OYR 7f2) and brownish yellow (10YR W) bwq sand with some
dark gray (10YR 411) organw ftealwV; single grained; very friable-

diameter auger hale that was bottom planed and bushed prior to test. A constant head

On February 6, 2012 at your request, I conducted an on -site determination to review the drainage feature located on the
subject property for applicability to the Tar -Pamlico Buffer Rules (15A NCAC 213.0259). The feature is labeled as `12-
0093A to 12-0093 B" on the attached maps initialed by me on February 6, 2012.
The Division of Water Quality (DWQ) has determined that the feature labeled as "12-0093 A to 12-0093 B" on the
attached maps, and highlighted in blue is subject to the Tar Pamlico Buffer Rules.. The stream determination begins
at point 12-0093A (N 35° 32.102' W 77° 01.376') and continues up stream to point 12-0093B (N 35132.091' W 77'
01.332') as shown on attached maps and marked on the ground with yellow DWQ flagging.
The owner (or future owners) should notify the DWQ (and other relevant agencies) of this decision in any future
correspondences concerning this property. This on -site determination shall expire five (5) years from the date of this
letter. Landowners or affected parties that dispute a determination made by the DWQ or Delegated Local Authority that a
surface water exists and that it is subject to the buffer rule may request a determination by the Director. A request for a
determination by the Director shall be referred to the Director in writing c/o Karen 14iggins,.1650 Mail Service Center
Raleigh, NC 27699-1650. Individuals that dispute a determination by the DWQ or Delegated Local Authority that
"exempts" a surface water from the buffer rule may ask for an adjudicatory hearing: You must act within 60 days of the
date that you receive this letter. Applicants are hereby notified that the 60-day statutory appeal time does not start until
the affected party (including downstream and adjacent landowners) is notified of this decision. DWQ recommends that
the applicant conduct this notification in order to be certain that third party appeals are made in a timely manner. To ask
for a hearing, send a written petition, which conforms to Chapter 150B of the North Carolina General Statutes to the
North Carolina Division of Water Quality

V. SUPPLEMENT AND O&M FORMS
The applicable state stormwater management permit supplement and operation and maintenance (O&M) forms
must be submitted for each BMP specified for this project. The Iatest versions of the forms can be downloaded

VI. SUBMITTAL REQUIREMENTS
Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ).
A complete package includes all of the items listed below. A detailed application instruction sheet and BMP
checklists are available from h!W:lZh2o.enr.state.nc.us/su/bmp—forms.htm. The complete application
package should be submitted to the appropriate DWQ Office. (The appropriate office may be found by locating
project on the interactive online map at http:/ /h2o.enr.state.nc.us/su/msi mays.htm.)
Please indicate that the following required information have been provided by initialing in the space provided for
each item. All original documents MUST be signed and initialed in blue ink. Download the latest versions for
each submitted application package from hft://h2o.enr.state.nc.us/su/bmp forms.htm.

5. A detailed narrative (one to two pages) describing the stormwater treatment/managementfor
the project. This is required in addition to the brief summary provided in the Project
Information, item 1.
b. A USGS map identifying the site location. If the receiving stream is reported as class SA or the
receiving stream drains to class SA waters within 1/2 mile of the site boundary, include the'/z
mile radius on the map.
7. Sealed, signed and dated calculations.
