Dear Mr. Vick:
You have our approval to place fill material in 0.016 acres of wetlands or waters for the purpose of
widening and upgrading an existing road at SR 1341, as you described in your application dated 3 June
1996. After reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 3025.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. For this
approval to be valid, you must follow the conditions listed in the attached certification. In addition, you
should get any other federal, state or local permits before you go ahead with your project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a
written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its
conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401 of

8. PROJECT SUMMARY: The applicant proposes to widen and upgrade the existing gravel road to an
asphalt surface road. A portion of this proposed work will be within Estuarine Shoreline and also
impact a small Coastal Wetland area.

Site Description
NC SR 1341 is a short dirt/gravel road located near the end of SR 1245 (Bell Island
Rd.) on Bell Island. Bell Island is located south of the Currituck Court House area
in Currituck County and is predominately a residential island which partially
separates the Currituck Sound and Coinjock Bay. The proposed work is adjacent to
a small canal which is connected to Coinjock Bay. This small canal runs
perpendicular to SR 1341. No current direct hydraulic connection runs beneath SR
1341 at this location.
The proposed work site is vegetated in lawn grasses and ornamental shrubs other
than two small areas adjacent to the road and the canal. These areasare less than 700
sf. and are vegetated in Typha latifolia, Polygonum amphibium and Phragmitis
australis. Most of the canal shoreline near the proposed work area is bulkheaded.
The Coinjock Bay and the canal's connecting waters are classified as Joint Waters
by the Division of Marine Fisheries. These waters are also classified by the
Division of Coastal Management as both Public Trust and Estuarine Waters, and asp
such, are part of the Estuarine System Area of Environmental Concern.
Proposed Work
The applicant proposes to widen and upgrade approximately 0.18 miles of the 12 ft.
wide SR 1341. In order to complete this work, it will be necessary to provide two 9
foot wide lanes and two 4 foot shoulders which will require fill and rip rap to be
placed in wetlands on the sides of the existing road adjacent to the above referenced
canal. All work will be within the existing NC DOT right of way.
Anticipated Impacts
Fill and rip rap activity associated with the road improvements described above will
impact approximately 150 sf. of Estuarine Shoreline and less than 100 sf. of Coastal
Wetlands. The Coastal Wetlands impacted are Typha latifolia and are not a pure
stand, mixed with US COE jurisdictional wetlands. It is estimated this proposed
work via filling will result in the direct impact to 700 sf. of wetlands. The proposed
work will not directly impact any Public Trust Waters. The proposed work may
result in a temporary increase in turbidity within the adjacent man-made canal.

Comments concerning this permit application in regard to The 1990 Currituck
County Land-Use Plan will be forwarded under a separate review at a later date.

• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11 " white paper. (Refer to Coastal
Resources Commission Rule 710203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U. S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to
