Janowski, PE C E: 0 STORM WATER MANAGEMENT NARRATIVE OLD AIRPORT ROAD ELEMENTARY SCHOOL APR 0 7 2 0l,'a CRAVEN COUNTY, NORTH CAROLINA Narrative DWQ-UvHHu This project site consists of 30.00 acres, 21.03 acres of which will be collected in a proposed storm drainage system that will drain directly through a wet detention facility. The remaining 8.97 acres of property will continue to be drained through its existing natural drainage pattern through sheet flow and existing Swale drainage. All the stormwater runoff generated by the proposed construction of these facilities will be conveyed to the wet detention facility for treatment either by collection in the storm drain system, via proposed drainage swales or by sheet flow established by proposed site grading. Runoff from this site eventually drains to an unnamed tributary of Brice Creek in the Neuse River Basin. The property is bounded by existing residential uses to the north and east and by Old Airport Road on the west and Old Cypress Road on the south. The purpose of the wet detention facility is to reduce TSS by 90% in a project located in the 20 coastal counties for the new impervious development on this site. The SA/DA was selected from the chart for coastal counties with a TSS removal of 90% with no vegetative filter required. The areas of this 30.00 acre site not disturbed by this project's construction will continue to sheet flow along the natural drainage pattern of the existing site. The completed project will consist of one 21.03 acre drainage area draining into the proposed stormwater wet detention pond via the proposed storm drainage system, proposed drainage swales and sheet flow from the surrounding area. Upon completion of the proposed site improvements, the site will have 6.01 acres of impervious area and will be 28.58% built upon area. The average depth of the pond is three feet. The required surface area to drainage area ratio for a project with 28.58 % impervious area is 3.50% based on a 90% TSS removal and a 3 foot depth. The surface area to drainage area of the temporary pool provided is 5.15%. This also allows for the treatment of additional storm water if deemed necessary in the future. The wet detention pond has a surface area of 45,509 sf with the normal pool elevation at 15.00. The bottom elevation is to be 12.00 with an additional foot of depth excavated for sediment storage during construction. The permanent pool volume is 47,248 cf and the forebay volume is 9,450 cf. The outlet structure consists of an 8 ft by 8 ft box. The basin is designed to capture the first P of runoff to a depth of two feet. The outlet for this temporary storage volume is 3.0 inches in diameter and will release the 1" of runoff in approximately 2 days. The principal spillway is designed for the 10 year storm and is established at elevation 15.52 which is the top of the temporary storage. Elevation of the top of the spill box is set to 18.39.
