It is not clear whether the proposed total of 15.25 acres of impervious area includes areas on the plans marked as future construction. Please clarify. The 15.25 acres of impervious area includes current and.future construction in order to size a storm management system for future build -out. 2. Plan sheet C 310 shows a permanent pool elevation of' 197.00 feet. This appears to he in error. Please see the revised plan sheet C 310 for an updated permanent pool elevation of 3600 ftet. 3. What is the width of the 6:1 vegetated shell'? Please indicate on the plans. The shelf should be 10 feet wide if possible, if not please justify. The vegetative shelf has been revised to reflect the standards required by the BA4P manual. Please ,see sheet C 310 fir further details. 4. The wet pond small diameter orifice is proposed as having a 2.0 inch diameter. This does not appear to be large enough to draw down the 1 inch storm in 2 to 5 days. It appears that the wrong head was used in calculating the orifice size. The orifice has been resized to a 3.0 inch diameter. A preliminary review of your project indicates that before a State Stormwater permit can be issued the following additional information is needed. 1. It is not clear whether the proposed total of 15.25 acres of impervious area includes areas on the plans marked as future construction. Please clarify. 2. Plan sheet C 310 shows a permanent pool elevation of 197.00 feet. This appears to be in error. 3. What is the width of the 6:1 vegetated shelf? Please indicate on the plans. The shelf should be 10 feet wide if possible, if not please justify. 4. The wet pond small diameter orifice is proposed as having a 2.0 inch diameter. This does not appear to be large enough to draw down the 1 inch storm in 2 to 5 days. It appears that the wrong head was used in calculating the orifice size. The above requested information must be received in this office prior to May 13, 2005 or your application will be returned as incomplete. The return of these projects will necessitate resubmittal of all required items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. Signed: Steve Janoki Copy to: n"ECE9VE STORM WATER MANAGEMENT NARRATIVE FEB 1 12005 WASHINGTON MIDDLE SCHOOL BEAUFORT COUNTY, NORTH CAROLINA DWQ-WARO Narrative This project site consists of 88.67 acres, 39 acres of which will be collected in a proposed storm drainage system that will drain directly through a wet detention facility. The remaining 49.67 acres of property will continue to be drained through its existing natural drainage pattern through sheet flow and existing swale drainge. All the stormwater runoff generated by the proposed construction of these facilities will be conveyed to the wet detention facility for treatment either by collection in the storm drain system, via proposed drainage swales or by sheet flow established by proposed site grading. Runoff' from this site eventually drains to an unnamed tributary of Cherry Run in the Tar Pamlico River Basin. The property is bounded by existing residential and agricultural/woodland uses to the north, south and west and by Market Street Extension on the east. The purpose of the wet detention facility is to reduce TSS by 90% in a project located in the 20 coastal counties for the new impervious development on this site. The SAIDA was selected from the chart for coastal counties with a TSS removal of 90% with no vegetative filter required. The areas of this 88.67 acre site not disturbed by this project's construction will continue to sheet flow along the natural drainage pattern of the existing site. The completed project will consist of one 39 acre drainage area draining into the proposed stormwater wet detention pond via the proposed storm drainage system, proposed drainage swales and sheet flow from the surrounding area. The watershed breakdown is as follows: IMPERVIOUS AREA CALCULATIONS Existing Pavement 0 sf Existing Walks 0 sf Existing Buildings 0 sf New Buildings 210,280 sf New Pavement 401,245 sf New Walks 25,600 sf The existing site has 0 acres of impervious area. Upon completion of the proposed site improvements, the site will have 15.25 acres of impervious area and will be 17.19% built upon area. The wet detention pond will treat all of the stormwater runoff generated by this increase in impervious area. The watershed that drains into the wet detention pond is collected by a curb system with curb inlets and drop inlets connected by storm drain pipes that will discharge stormwater runoff into the two forebay areas of the wet detention pond. The average depth of the pond is three feet. The required surface area to drainage area ratio for a project with 17.19 % impervious area is 2.09% based on a 90% TSS removal and a 3 foot depth. The surface area to drainage area of the temporary pool provided is 2.41%. This also allows for the treatment of additional storm water if deemed necessary in the future. The wet detention pond has a surface area of 93,174 sf with the normal pool elevation at 36.00. The bottom elevation is to be 33.00 with an additional foot of depth excavated for sediment storage during construction. The permanent pool volume is 250,898 of and the forebay volume is 90,999 cf. The outlet structure consists of an 8 ft by 8 ft box. The basin is designed to capture the first F of runoff to a depth of 0.69 feet. The outlet for this temporary storage volume is 2.0 inches in diameter and will release the I" of runoff in approximately 2 days. The principal spillway is designed for the 10 year storm and is established at elevation 36.69 which is the top of the temporary storage. The 10 year design storm was routed through the detention facility to provide an emergency spillway adequate to handle this storm. The emergency spillway and outlet are protected with grass.
