Dear Mr. Thorpe:
Per our discussion earlier this month, the above referenced plans have been
revised and two copies of sheets 3 & 6 have been enclosed for your review.
The plans have been changed to show removal of the 12" culvert and plugging the
18" culvert that allows water to drain from the pond to the roadside ditch. The result of
this change is that 28,714 sf of proposed impervious area will drain directly to the
roadside ditch and 81,003 sf of existing impervious that currently drains through the pond
to the roadside will be contained within the pond. The proposed area that will drain to
the roadside ditch does so because of the location of existing piping and drainage
structures. This will be the proposed parking and two proposed buildings adjacent to the
septic fields. The existing impervious that will be contained in the pond consists of the
three existing storage buildings and the asphalt and stone traffic areas surrounding them.

Harbinger Center is an existing commercial park located on 10.44 acres on
Highway 158 in Harbinger, North Carolina. There are currently 9 rental units approved
for retail and office use and there are 3 commercial storage buildings. The proposed
construction includes the addition of two office buildings and 6 storage buildings.
This site was originally designed in the mid-1980's prior to the issuance of
stormwater management permits. Only a portion of the site has been constructed and
Currituck County has required that the owner renew or obtain all relative permits before
constructing the remainder of the site. A stormwater basin, 4 buildings, and related
parking and drives were constructed. Existing site coverage is 3.46 acres or
approximately 33% and includes 1.05 acres of buildings, 1.83 acres if asphalt and
concrete, and 0.58 acres of gravel. The existing gravel is to be replaced with asphalt.
1.71 acres of proposed buildings with related asphalt parking and drives are proposed to
be constructed. The resulting impervious area is 7.01 acres or 67.15%.
One soil boring was made adjacent to the existing stormwater basin. The soil
boring corresponds to the soil classification of of CnA (Conetoe) as shown on the
Currituck County Soils Map as prepared by the U. S. Department of Agriculture, Soil
Conservation Service. The permeability of this soil is rapid (6-20 in/hr) at 0-23",
moderately rapid (2.0-6.0 in/hr) at 23-43" and rapid (6-20 in/hr) at 43-80". Given the
permeability of this soil and the existing site conditions, we have determined that
infiltration through the side walls of the basin will meet drawdown requirements. The
basin is maintaining a permanent pool elevation of 3.75. The basin will store the 2"
runoff from the entire site between elevation 3.75 and elevation 6.35. An overflow weir
will be constructed with a weir elevation of 6.35, Discharge will drain into an existing
property line ditch that drains to wetlands of the Currituck Sound. The 2" storage will
infiltrate in approximately 81 hours or 3.4 days.
The disturbed area for development is approximately 4.8 acres. This includes all
future development and the stone areas to be replaced by asphalt.
