RE: Renewal of Northeastern Community Development Corporation Stormwater Permit
Dear Mr. 'Thorpe:
1 picked up your March 16, 2017, letter yesterday and am replying. First, NCDC ceased doing business in August, 2013. As a
Board of Directors, we agreed to keep open the P. 0. Box in order to reply to such letters as you have sent. i am the Chairman,
and so have drawn the unenviable duty of making such replies. Mr.Bright, the former Director, was fired toward the end of2012,
another NCDC employee took over as Executive Director, but she ceased her duties when NCDC closed. With respect to the
Stormwater Permit, I didn't even know one was required, but as you can guess, the same reason for closing NCDC—lack of
funds going forward —precludes (fling for a renewal with a processing fee of $505.00. In any event, one of the daycare centers
(there are two adjacent to each other) has been foreclosed and currently is occupied by another business; and the other daycare
center is in litigation between the original grantors (the deed contained a reversionary clause) of the property to NCDC, who are
attempting to regain control of the property and NCDC (NCDC is not active in opposing that), complicated by the attempt at fore-
closure by the lender. As you can see, there will be no application for a Permit, I am sorry to say, but if you look at the file in the
Civil Actions at the Camden Courthouse, you may find another entity you can ask to file an application for the Permit. I don't
know what else I can do for you, but if you have any other questions, please let me know —and please send any correspondence
by regular mail since 1 do not go to pick up mail more than once a month, and certified mail might just be returned for failure to
pick it up in a timely fashion. Sorry 1 can't be of more help, but that's where NCDC is at this point.

A Division of Energy, Mineral, and Land Resources file review has determined that Stormwater Permit
SW7021008 for a stormwater infiltration system serving the Northeastern CDC Daycare located on
Gumberry Road in Camden, NC expires on December 23, 2016. This is a reminder that permit renewal
applications are due 180 days prior to expiration. We do not have a record of receiving a renewal
application.
Please submit a completed permit renewal application along with a $505.00 fee for permit renewal at
least 180 days prior to expiration of the permit. Also it was noted in the file that a designer's certification
that the project was constructed in accordance with the approved plans as required by the permit has not
been submitted. Please include this with your application. Permit application forms for renewal can be

North Carolina General Statutes and the Coastal Stormwater rules require that this property be covered
under a stormwater permit. Failure to maintain a permit subjects the owner to assessment of civil
penalties.
