Below you will find a brief description of how the included documentation addresses your specific comments. Comment 1: The BUA for the future truck queue expansion has been broken out separately in section 10 of the application. The applicable page from the application is included herein. Future area was shown grayed back in CG102. However, it was not labeled as such in the grading plan. A label has been added on the grading sheet. Comment 2: Appropriate landscape plans are included herein. Comment 3: The emergency spillway has been hardened using class CC: B rip rap as per detail B1 on CD501. CD502 has also been included as the construction specifications and maintenance appear on that plan sheet. Comment 4: CD501 is included herein. However, based off the issuance of documents to the government, table 10-4 will continue to be used for this project. Comment 6; A wet pond was chosen for this project as it will require very little maintenance. A facility of this type would benefit from being served by a BMP that does not require intensive maintenance as the area is on the outskirts of Fort Bragg. Furthermore, the pond is being used as a sediment basin. Based off project experience, infiltration basins tend to clog and not function properly post construction, when used as a sediment trap during construction. We have discussed the BMP and the above mentioned issues with Lee Ward from DPW/Water Management Branch and he prefers and advised that we use a wet pond. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: �1. The future BUA noted in the narrative for the truck queue area should be broken out and shown in the "Future" row of IV.10. on SWU-101. Is this future area shown on the plans? ✓ 2. Please. provide the required planting plan for the vegetated shelf of the wet detention basin. 3. The emergency spillway for the basin needs to be hardened to prevent erosion. ,/4. Please provide sheet CD501 that shows the emergency spillway detail as referred to by sheet CG501. ✓5. Please note that while it is acceptable that the coastal table 10-4 was used, table 10-3 could be used for this project location. 10-4 is for projects in the 20 coastal counties. f 6. Is there a reason why a wet detention basin is proposed, when the soils in this location show high infiltration rates? There have been issues with ponds in this region maintaining a permanent pool and vegetated shelf with liners over high infiltration soils. While the State does not review for it, most Federal projects we see here infiltrate the 95th percentile rain event per the 2007 ESIA. You may want to verify this with Fort Bragg and USACE. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to March 23, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter.
