THE OPTIMAL PERIOD FOR TRANSPLANTING EXTENDS FROM EARLY APRIL TO MID-JUNE SO THAT THE WETLAND PLANTS WILL HAVE A FULL GROWING SEASON TO BUILD THE ROOT RESERVES NEEDED TO SURVIVE THE WINTER. 12. POST -NURSERY CARE OF WETLAND PLANTS IS VERY IMPORTANT IN THE INTERVAL BETWEEN DELIVERY OF THE PLANTS AND THEIR INSTILLATION BECAUSE THEY ARE PRONE TO DESICCATION. THE STOCK SHOULD BE FREQUENTLY WATERED, FERTILIZED AND SHADED. 13. A WET HYDROSEED MIX OR OTHER METHOD SHOULD BE USED TO ESTABLISH VEGETATIVE COVER IN THE WETLAND WITHIN 14 DAYS OF CONSTRUCTION. FOR RAPID GERMINATION, SCARIFY THE SOIL TO A HALF -INCH PRIOR TO HYDROSEEDING. 14. IF THE WETLAND WAS USED DURING CONSTRUCTION AS A SEDIMENT BASIN OR TRAP, THE BASIN MUST BE CLEANED OUT, GRADED, AND VEGETATED WITHIN 14 DAYS OF THE COMPLETION OF THE CONSTRUCTION, PROVIDED THAT THE DRAINAGE AREA HAS BEEN COMPLETELY STABILIZED. 15. BECAUSE MOST STORMWATER WETLANDS ARE EXCAVATED TO DEEP SUB -SOILS, THEY OFTEN LACK THE NUTRIENTS AND ORGANIC MATTER NEEDED TO SUPPORT VIGOROUS GROWTH OF PLANTS. AT THESE SITES, 12" OF TOPSOIL OR WETLAND MULCH SHOULD BE ADDED TO ALL DEPTH ZONES IN THE WETLAND FROM 1 FOOT BELOW THE NORMAL POOL TO 6" ABOVE. WETLAND MULCH IS DEFINED AS A TECHNIQUE FOR ESTABLISHING MARSH AREAS BY SPREADING THE TOP 12" OF WETLAND SOIL FROM A DONOR WETLAND OVER THE SURFACE OF A CONSTRUCTED STORMWATER WETLAND AS A MULCH. THE MULCH IS BEST COLLECTED AT THE END OF THE GROWING SEASON. AS AN ALTERNATE, TOPSOIL CAN BE COLLECTED FROM THE SITE AND STOCKPILED DURING CONSTRUCTION. 16. THE WETLAND DRAIN SHOULD BE FULLY OPENED FOR NO MORE THAN 3 DAYS PRIOR TO THE PLANTING DATE TO PRESERVE SOIL MOISTURE AND WORKABILITY. 17.
