PROJECT SUMMARY: The applicant is proposing to replace an existing bridge across South Creek with another bridge. .• NORTH CAROLINA DEPARTMENT OF TRANSPORTATION Bridge #38 over South Creek Beaufort County Environmental setting The project site is NC DOT Bridge #38 on SR 1924 over South Creek, southeast of the Town of Aurora in Beaufort County, North Carolina. Located at the site is a ±70' long bridge which has a width of 19.3'. The navigational clearance underneath the existing bridge is 3.5' at normal water. Recently, NC DOT has paved SR 1924 up to both ends of the bridge, however, no work has been conducted on the bridge. At the project site South Creek has been channelized to a depth of 11.0' at normal water. The channelization has resulted in a spoil berm extending parallel to the creek along its east side. Other than the spoil berm, road bed, and road shoulders the entire area is vegetated predominately by wooded swamp consisting of various gums, cypress, myrtles and red maples. No coastal wetlands (marsh) is located at the site. Project proposal The applicant is proposing the following: The replacement of the existing bridge, which will be entirely removed, with a new re- enforced concrete bridge along the existing alignment. The new bridge will have a total length of 105' and will be 28' wide. Navigation clearance will not change, remaining at 3.5' above the NWL. To construct the longer bridge, excavation will occur at both the east and west ends of the existing approaches. This will be highground excavation. This approach excavation will result in the placement of fill below the NWL within a ditch at the southwest corner of the bridge. Also, this work will result in the excavation of a wetland area also at the southwest corner of the bridge. Environmental impact The project as proposed will have the following environmental impacts: (1) The excavation of ±348.48 sq. ft. of open water area as a result of approach work at the southwest corner of the new bridge. (2) The filling of ±348.48 sq. ft. of wooded swamp as a result of approach work at the southwest corner of the new bridge. This area is vegetated mostly with red maples and myrtles. David L. The proposed action will include the demolition and replacement of bridge Nos. 38 over South Creek and 105 over Broad Creek. The bridges will be replaced along existing alignment and will not require temporary detours. The work at bridge number 38 across South Creek will require the relocation of the roadside ditch. The fill in surface waters will be 0.008 acres and the excavation in wetlands will be 0.008 acres. No impacts to surface waters or wetlands are anticipated for the bridge (#105) across Broad Creek. The NCDOT is requesting that the proposed work be authorized under a Coastal Area Management Act (CAMA) permit.
