Box 25201 Raleigh, NC 27611-5201 Dear Mr. Vick: You have our approval to place fill material in 0.01 acres of wetlands or waters for the purpose of replacing Bridge No. 21 over Ashe Swamp on NC 130, as you described in your application dated 26 January 1996 . After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 2735. This certification. allows you to use General Permit Number 031 when it is issued by the Corps of Engineers. This approval is only valid for the purpose and design that you described in your application. 11' you change your project, 'you must notify us and you may be required to send us a new application. For this approval to be yalid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you' go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you re, 66ive`this letter.. To ask for a hearing, send a written petition which conforms to Chapter ISOB.of the North Carolina, General Statutes to the Office of Administrative Hearings, P.O. Box 27447. Raleigh; N.Q 27611-7447. Department of Transportation (NCDOT)'is proposing to replace Bridge No. 21 in Brunswick County, which is on NC 130 over Wet Ash Swamp near Waccamaw. This work is being done as part of the NCDOT's bridge replacement program. The existing bridge will be replaced with a longer new bridge. This will require the construction of a bent in the stream. It is expected that the road will be closed during construction, thereby eliminating the need for an on-site detour. This project will require the placement of a minimal amount of fill in wetlands around the modified bridge abutments. Attached you will find a completed pre-discharge notification form and drawings which depict the proposed bridge. Please review this project for authorization under the Clean Water Act. By copy of this information, the NCDOT requests that the N.C. Division of Environmental Management review the proposed project for Water Quality Certification.
