I am writing in response to the NOV letter ( # NOV-2020-LV-0473) received by the Town
of Scotland Neck on June 20, 2020. In our previous response letter we addressed several
issues that we are dealing with concerning broken or missing equipment at the WWTP. In
addition, the plant was loaded down with solids in both the oxidation ditch, which had a
MLSS of 8000+, and the aerobic digester. In that letter we mapped out a plan of action to
correct these issues and achieve compliance.
On March 231d we had a new RAS pump and controller installed. By April 10T" Granville
Farms began hauling sludge from the digester and finished up later in the month with a
total of 280,000 gallons being removed. We immediately began to waste sludge back to the
digester until we got our MLSS in the oxidation ditch down to around 4000 MLSS. By the
last week of April we were meeting our BOD limits but not our NH3N limits. At this point we
had Dwight Lancaster from NC Rural Water come in to advise us on things we could do to
help with the nitrification and denitrification process. By the last week of May we had met all
our permit parameter limits and are still in full compliance as of the date of this letter.
We are continuing to replace and repair equipment at the WWTP as needed. We also
have future plans in place to address other challenges affecting the operation of the plant
during high flows.
