Hi Jake,
I apologize that I didn't get to my review sooner. I have a few questions/comments that hopefully won't slow things
down too much and I promise that I'll review the response quickly once you send it.
On Page 17 of the report, Section 2.3.1, you mention that if the turbidity is too high then the rate of dam removal may
be slowed. How and where are you proposing to measure turbidity and determine if its "too high"?
The Division feels it will be essential to make all efforts to remove as much rebar as possible from any material reused
within the river or on the banks. We may include a permit condition requiring documentation (photos, removal
amounts, or something like that) that this is done.
The adaptive management plan indicates that a final report with future monitoring and management activities will be
developed. Can you provide some assurance that one or more of the project partners will be clearly be responsible for
any actions the regulatory agencies may deem necessary to ensure long term stability or water quality protection during
this timeframe.
I didn't see this included in the monitoring discussions but will there be any plan for monitoring/inspecting the live
stakes and replacement if there's survival problems/concerns?
Is Appendix B, the ASU scope of study available? It wasn't included with the application.
Is there any discussion about contingencies if there are restrictions placed on travel for USFWS team between Phase 1
and 2 due to the uncertainty of the pandemic?

Jake,
Per our discussion on Friday, I will need to get both the archaeological report and the architectural report on the dam so
that I can forward the request for coordination/consultation to SHPO. Once they receive my email with those reports,
they have 30 days to respond with any questions/comments as part of our permit review timeline and issuance.
I've also looked through the application and don't have any specific concerns/questions related to
construction/permitted activities. However, I am thinking about some special conditions that you may see on the permit
related to ensuring river stability in the event that the river starts to headcut/downcut which sounds unlikely from the
report but will need to address somehow. Is there anything in the contract/agreements that covers that and who would
be responsible in the event that the river becomes unstable in that section and would need additional/future work? We
would also request a copy of the as-builts once completed and likely a one to two year follow up monitoring (likely just
visual assessments/photos).
Also curious if there has been any community outreach in the area to let them know the dam is being removed and the
river is going down in this area —just trying to anticipate if I'm going to get a lot of phone calls...
