Due to the WQ concerns when the permit was originally drafted (1996), they were given composite sampling. Since
then, no one has requested a change to Grab.

Charles,
I thought we addressed this question previously but did not find an email relating.
Why does Candler Travel (NC0085952) have to perform composite sampling? It is less
than 30,000 plant which usually means Grab sampling.
