Bradley Creek Bridge to multi-lane near Us 74 (Eastwood Road);
State Project Number 8.1250801; T.I.P. No. U-2572
The Categorical Exclusion for this project was distribute to the
environmental review agencies on November 2, 1994. The U. S. rmy Corps of
Engineers authorized this project under Nationwide Permit 23 o November 18,
1994. Attached herein is additional project information reque ted in
correspondence of December 5, 1994 from the N. C. Division of oastal
Management.
The Categorical Exclusion describes two project alternate es on existing
location. NCDOT has selected Alternative A, as recommended in the document,
involving symmetrical widening of US 76 and SR 1409 to a 68-fo t curb and
gutter facility. The attached drawings illustrate wetland imp cts associated
with this project, and the location of Bradley Creek in relate n to the
construction area. The widening of the roadway will begin jus north of the.
existing bridge, but will not require work on the bridge itsel . Site I
illustrates the location of a brackish marsh adjacent to the a isting bridge.

Reference your request of March 14, 1995, for info-.=ation on potential
environmental impacts of the project known as Wilmington,-US oleander
Drive), From SR 1492 (Pine Grove Road) to 52nd Street„ and From SR 1424
(Hinton Street) to East of SR 1427 (Bagley Street),"_New Hanove County, State
Project No. 9.8039076, TIP No. U-2571. Based the informati8n you provided
and knowledge of the work site, it is anticipated that the road widening would
adversely impact a cumulative total of less 'han 0.25 acre,,o'f isolated and/or
above headwater wetlands.
For the purposes of the Corps of Engine e'r'segulatory Program, Title 33,
Code of Federal Regulations (CFR), Part 330.6, published in the Federal
Register on November 22, 1991, lists nationwide permits. Authorization was
provided by nationwide permit No. 26, pursuant to Section 404 of the Clean
Water Act, for discharges of dredged or fill material into headwaters and
isolated waters.
Your work is authorized by this nationwide permit provided that no more
than 0.10 acre of waters or wetlands of the U.S. are adversely impacted and
provided that the work is accomplished in strict accordance with the enclosed
conditions. This nationwide permit does not relieve you of the responsibility
to obtain other required State or local approval.
This verification will be valid until the nationwide permit is modified,
reissued, or revoked. Ail the nationwide permits are scheduled to be
modified, reissued, or revoked prior to 21 January 1997. It is incumbent upon
you to remain informed of changes to the nationwide permits. We will issue a
public notice announcing the changes when they occur. Furthermore, if you
commence or are under contract to commence this activity before the date the
nationwide permit is modified or revoked, you will have twelve months from
the date of the modification or revocation to complete the activity under the
present terms and conditions of this nationwide permit.
