SUBJECT: Clay County, Improvements to US 64 from NC 69 to 0.2 mile west of
NC 175. T.I.P. No. A-00I IB, State Project No. 8.3064121.
The N.C. Department of Transportation (NCDOT) is proposing to improve US 64
from NC 69 to 0.2 mile west of NC 175 in Clay County. The existing two-lane roadway
will be widened to five lanes for 0.9 miles from NC 69 to 0.2 mile east of the Hiwassee
River. The two-lane roadway will be slightly widened for 3.7 miles from 0.2 mile east of
the Hiwassee River to 0.2 mile west of NC 175. A new bridge will be constructed over
the Hiwassee River.
The proposed five-lane section will consist of a 68-foot pavement containing four
12-foot travel lanes, a 12-foot center turn lane, and 4-foot paved shoulders. A total usable
shoulder width of ten feet will be provided on each side of the 5-lane section, including the
4-foot paved shoulders.
In the section where 2-lane improvements are proposed, the existing pavement will
be asymmetrically widened to 32 feet including two 12-foot travel lanes and 4-foot paved
shoulders. A total usable shoulder width of 10 feet, including the 4-foot paved shoulders,
will be provided on each side of the improved 2-lane section. Roadside ditches will be
improved where necessary.
The only bridge along the project spans the Hiwassee River. The existing two-lane
bridge is 24 feet wide and 248 feet long. Due to its age and deteriorated condition, the
bridge will be replaced rather than improving the old structure. The new bridge will be 80
feet wide and 290 feet long. This will accommodate the proposed five-lane section and

allow 10 feet of clearance between the outside travel lane and the bridge rail. The new
bridge will be constructed in phases. This will allow traffic to be maintained and eliminate
the need for a temporary detour structure. A temporary causeway will be used to
construct the bridge bents. This will require the placement of 1600 cubic yards of rock
below the normal water surface. This material will be placed in the water in four phases as
the bents are constructed, and removed upon completion of the bridge bents.
The environmental impacts of project A-0011 were evaluated in a Final Negative
Declaration which was approved by the Federal Highway Administration (FHWA) in
1981. At that time, US 64 was proposed for widening primarily to a 4-lane median
divided highway. The need for this type of improvement was reevaluated, and the
proposed improvements were scaled back. The NCDOT has recently circulated a Draft
Final Reevaluation of the Final Negative Declaration which was signed by the FHWA on
April 21, 1995. This document discusses changes in the project since the 1981 Final
Negative Declaration.
The NCDOT initially applied for Section 404 permit authorization for A-0011 B on
October 12, 1992. The project was assigned Action ID No. 199300171, and a public
notice was issued October 22, 1992. The proposed design called for symmetrical widening
of the roadway, which resulted in 3100 linear feet of stream rechannelization in Downing
Creek and John Reese Branch. The project required fill in approximately 0.2 acres of
wetlands and 0.59 acres of surface waters. Based on comments received on this
application, the NCDOT initiated the Reevaluation document to evaluate potential
modifications. The NCDOT withdrew the October 12, 1992 application from review for
404 authorization by a letter to your agency dated October 5, 1994.
The current proposed design includes the asymmetrical widening of the roadway.
This reduced the required stream rechannelization from 3100 linear feet to 1140 linear feet
along Downing Creek. John Reese Branch will no longer be affected by rechannelization.
The NCDOT has coordinated with appropriate resource agencies in accordance with the
Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 USC et. seq.) with
regard to stream rechannelization.
The project impacts wetlands and waters of the United States at twelve sites along
the project. Seven of these sites occur above headwaters. The project will fill a total of
0.20 acres of wetlands at 6 sites. The amount of fill in surface water was reduced from
0.59 acres to 0.32 acres due to the decreased amount of rechannelization.
It is anticipated an Individual 404 Permit is required for proposed channel changes
in Downing Creek. All other construction activities in jurisdictional wetlands and waters
of the United States can be performed under the same Individual permit. We also
anticipate that the North Carolina Wildlife Resources Commission and the U.S. Fish and

Wildlife Service will review the proposed channel changes. Copies of this letter and
attachments are being provided to both agencies for their review. Please review this
