purpose of replacing Bridge #24 at Hwy. 58 over Hadnot Creek, as you described in your application
dated 28 March 1995. After reviewing your application, we have decided that this fill is covered by
General Water Quality Certification Number 2735. This certification allows you to use General Permit
Number 031 or its equivalent when it is issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you describxd in your application. If
you change your project, you must notify us and you may be required to send us a new application.
For this approval to be valid, you must follow the conditions listed in the attached certification. In
addition, you should get any other federal, state or local permits before you go ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and
its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401

8. PROJECT SUMMARY: NC DOT proposes to replace Bridge #24 over Hadnot Creek using the
same alingment. Some excavation of the creek banks will be required. Rock riprap will be placed at
the bridge abutments. No fill in wetlands will be required. All vehicular traffic will be detoured
around the site via State Road #1104.

9. NARRATIVE DESCRIPTION: The project site is located in the upper reaches of
Hadnot Creek a tributary of the White Oak River in Carteret County. The project site
is Bridge #24 on Highway 58 in Carteret County. The highway basically runs north
and south through the rural areas of the county between Maysville and Cape Carteret.
The referenced USGS 7.5 minute Quad., "HADNOT CREEK", can help orient the
project site to the general vicinity. The pile supported bridge was originally construct
in the mid-1940's. The proposed work activities associated with the bridge
replacement will take place on and within the existing Right-of-Way. During
construction, all vehicular traffic will be detoured via SR # 1104 to the east.
The applicant proposes to replace the existing 2 span bridge with a new triple span
structure. The creek is about 100 feet wide at the project site. A limited amount of
excavation along the creek banks will be required in order to accommodate the
increased width the new bridge with abutments. The creek banks that are scheduled
for excavation are considered 404 Wetlands. As the project plans show on sheet 2 of
6, an area on each side of the bridge measuring about 82 feet by 9 feet will be
excavated to depth of -3 feet on mean low water. An estimated 255 cubic yards of
spoil will be removed from a combined area of about 1500 square feet. The new
bridge will be about 2 feet higher in overall elevation that a the old structure. In terms
of support, the new 3 span bride will be supported by a series of 7 concret piers.
Sheet 3 of 6 shows the alingment of the 7 piers within Hadnot Creek. It has been
estimated that about 18 feet of horizontal clearance will be maintained between each of
the new support piles. The new shoreline and bridge abutments will be stabilized with
rock riprap. Each section of riprap will measure about 82 feet by 14 feet and will
displace no new areas of wetlands. The new bridge will require a reshaping the
highway approaches. The details and sectional view of the fill requirements are shown
on sheet 4 of 6. Although the shoulders of the Highway will be enhanced, no new fill
will be placed in the surrounding 404 wetlands. Finally, the new bridge and roadway
has been designed to collect and discharge stormwater. A 12 inch funnel drain will be
constructed along the shoulder in each quadrant. The project plans show the
installation of Class B stone at the end of the drain adjacent to the 404 wetlands.
The surface waters of Hadnot Creek below the HWY 58 bridge are classified as SA
and Estuarine; above the bridge, the waters are designated "Inland". The on-site
inspection revealed no coastal marsh within the project boundaries.
10. ANTICIPATED IMPACTS: The proposed project will displace about 1500 square
feet of 404 Wetlands in order to accommodate the increased length of the 3rd bridge
span. Excavating the creek banks under the new bridge should have no significant
impact on the local estuarine resources particularly if adequate sedimentation

measures are employed. The upper reaches of Hadnot Creek maybe used by
anadromous fish in the spring or fall of the year. Public navigation and acess to the
upper reaches of Hadnot Creek will be uncompromised by the proposed bridge
replacement. The overall impacts of the project have been greatly reduced by NCDOT
in the pre-planning stages. Specifically, the original on-site detour through coastal and
404 wetlands has been eliminated. SR #1104 has been approved as the detour for the
project.
