Subject: Brunswick County, Proposed replacement of Bridge
No. 97 on SR 1340 over Juniper Creek, State Project
Number 8.2230901. Federal Aid Number BRZ-1340(1),

The North Carolina Department of Transportation (NCDOT)
intends to replace Bridge No. 97 over Juniper Creek on SR
1340 in Brunswick County. This replacement is necessary due
to the bridge's age and deteriorated condition. The bridge
will be replaced in its existing location with a new
structure 180 feet long and 26 feet wide. This will provide
a 22 foot travelway and two foot shoulders on each side.
Traffic will be detoured along existing secondary roads
during the six month construction period. Replacement of the
bridge in place, with an off site detour has greatly
minimized the wetland impacts of this project.
The project is located entirely within a palustrine, cypress-
gum forested wetland. The proposed action will require fill
in 0.063 acres of wetlands at either end of the bridge. This
fill will narrow the borrow ditches created when the roadway
was originally built.
The NCDOT recognizes that the wetland area surrounding the
site is extremely sensitive to changes in the depth and
duration of flooding. Extreme care will be taken to restrict
vehicles and other machinery from operating within the

bottomland during construction so the natural drainage regime
is preserved. The NCDOT's Best Management Practices for the
Protection of Surface Waters" will be implemented, where
practicable, to avoid and to minimize impacts to the stream
and wetland vegetation.
This project has been processed by the Federal Highway
Administration as a "Categorical Exclusion" in accordance
with 23 CFR 771.115(b). On February 23, 1994, the NCDOT
applied to the Corps of Engineers for authorization under a
Nationwide Permit in accordance with 33 CFR 330 Appendix A
(B-23). This authorization was granted on March 9, 1994 for
this project. The provisions of Section 330.4 and Appendix A
(C) of these regulations will be followed in the construction
of the project.
Copies of the environmental document were distributed to your
agency, the N.C. Division of Environmental Management, and
the Corps of Engineers with our letter of February 23, 1994.
The NCDOT hereby requests that you review this project for
authorization under the Coastal Area Management Act.

of bride replacement at SR 1340, Juniper Creek, as you described in your application dated 2
February 1995. After reviewing your application, we have decided that this fill is covered by General
Water Quality Certification Number 2745. This certification allows you to use Nationwide Permit
Number 23 when it is issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application. If
you change your project, you must notify us and you may be required to send us a new application.
For this approval to be valid, you must follow the conditions listed in the attached certification. In
addition, you should get any other federal, state or local permits before you go ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing,

9. PROTECT DESCRIPTION
The project site is the existing bridge crossing of Juniper Creek, on State Road 1340, in northern
Brunswick County, North Carolina. Juniper Creek originates in the Green Swamp of central Brunswick
County and flows into the Waccamaw River, approximately three miles northwest of the project site.
Land use in the immediate area is predominantly agriculture and silviculture. In the project area, the
creek is approximately 90 feet wide. State Road 1340 is an unimproved dirt/gravel road which bisects
the creek's flood plain and associated cyress/gum swamp. The road's approach to the existing bridge
is elevated, approximately 4 feet above adjacent natural grade. The existing structure was constructed
in 1961, and consists of creosote treated timber piles, cap, girders, joists,and decking. The applicants
report that the bridge is located 15 feet above the stream bed. Water depths vary seasonally, and in
response to the amount of rainfall, especially during the winter hydroperiod. At the time of this site
visit, January 1995, flood conditions subsequent to heavy rainfall had reduced clearance under the
bridge to 3 1/2 - 4 feet. A clearance of six feet or greater would be expected during drier summer
cycles.
Juniper Creek is considered Inland Waters by the N. C. Division of Marine Fisheries and-the N.C.
Wildlife Commission. The N. C. Division of Environmental Management the waters a C-Swj'.
The N.C.D.O.T. proposes to replace the existing bridge at its present location with a new structure.
The proposed concrete bridge would be 180 feet long and 26 feet wide, providing a 22 ft. travelway
and 2 ft. shoulders. The multiple rows of timber support pilings would be replaced by two concrete pile
and girder supports, located on approximately 55 ft. centers. The construction of new bulkheads and
support structure for the terminal ends of the new bridge would lengthen the existing filled causeway,
approximately 35 feet on the east side of the creek, and 15 feet on the west side. No fill material is
proposed below mean high water, however, 2750 square feet of wetlands would be impacted. The
elevation of the proposed structure would be slightly higher than the existing bridge. Class II riprap
would be used to stabilize the side-slopes of the bridge approach causeways. During construction of the
proposed bridge, local traffic would be detoured, via SR 1342, SR 1343, and N.C. Hwy 211.
10. ANTICIPATED IMPACTS
The project would incorporate 2750 square feet of wooded swamp wetlands. The project should not
significantly impact navigation, since there is no reduction of the existing clearance between the bridge
and the water surface. The reduction of bridge supports in the creek would provide more available area
for boat passage. Temporary disruption of the stream bed, and some short-term turbidity is expected
during construction, but should not present any long-terns adverse impacts. Because of the close
proximity to wetlands and the river, there is the potential for accidental deposition of earthen material
and/or construction debris into these fragile areas. Strict monitoring and maintenance of sedimentation
and erosion control structures is mandatory during construction.
The project would result in the replacement of an inadequate highway bridges, and provide for the
continuance of safer traffic operations.

The North Carolina Department of Transportation (NCDOT)
intends to replace Bridge No. 97 over Juniper Creek on SR
1340 in Brunswick County. This replacement is necessary due
to the bridge's age and deteriorated condition. The bridge
will be replaced in its existing location with a new
structure 180 feet long and 26 feet wide. This will provide
a 22 foot travelway and two foot shoulders on each side.
Traffic will be detoured along existing secondary roads
during the six month construction period. Replacement of the
bridge in place, with an off site detour has greatly
minimized the wetland impacts of this project.
The project is located entirely within a palustrine, cypress-
gum forested wetland. The proposed action will require fill
in 0.063 acres of wetlands at either end of the bridge. This
fill will narrow the borrow ditches created when the roadway
was originally built.
The NCDOT recognizes that the wetland area surrounding the
site is extremely sensitive to changes in the depth and
duration of flooding. Extreme care will be taken to restrict
vehicles and other machinery from operating within the
bottomland during construction so the natural drainage regime
is preserved. The NCDOT's Best Management Practices for the
Protection of Surface Waters" will be implemented, where
practicable, to avoid and to minimize impacts to the stream
and wetland vegetation.
This project has been processed by the Federal Highway
Administration as a "Categorical Exclusion" in accordance
with 23 CFR 771.115(b). On February 23, 1994, the NCDOT
applied to the Corps of Engineers for authorization under a
Nationwide Permit in accordance with 33 CFR 330 Appendix A
(B-23). This authorization was granted on March 9, 1994 for
this project. The provisions of Section 330.4 and Appendix A
(C) of these regulations will be followed in the construction
of the project.
Copies of the environmental document were distributed to your
agency, the N.C. Division of Environmental Management, and
the Corps of Engineers with our letter of February 23, 1994.
The NCDOT hereby requests that you review this project for
authorization under the Coastal Area Management Act.

8. PROJECT SUMMARY: The N.C.D.O.T. proposes to replace the existing bridge over Juniper
Creek, on SR 1340, in Brunswick County, North Carolina.

9. PROTECT DESCRIPTION
The project site is the existing bridge crossing of Juniper Creek, on State Road 1340, in northern
Brunswick County, North Carolina. Juniper Creek originates in the Green Swamp of central Brunswick
County and flows into the Waccamaw River, approximately three miles northwest of the project site.
Land use in the immediate area is predominantly agriculture and silviculture. In the project area, the
creek is approximately 90 feet wide. State Road 1340 is an unimproved dirt/gravel road which bisects
the creek's flood plain and associated cyress/gum swamp. The road's approach to the existing bridge
is elevated, approximately 4 feet above adjacent natural grade. The existing structure was constructed
in 1961, and consists of creosote treated timber piles, cap, girders, joists,and decking. The applicants
report that the bridge is located 15 feet above the stream bed. Water depths vary seasonally, and in
response to the amount of rainfall, especially during the winter hydroperiod. At the time of this site
visit, January 1995, flood conditions subsequent to heavy rainfall had reduced clearance under the
bridge to 3 1/2 - 4 feet. A clearance of six feet or greater would be expected during drier summer
cycles.
Juniper Creek is considered Inland Waters by the N. C. Division of Marine Fisheries and the N.C.
Wildlife Commission. The N. C. Division of Environmental Management the waters as C-Sw.
The N.C.D.O.T. proposes to replace the existing bridge at its present location with a new structure.
The proposed concrete bridge would be 180 feet long and 26 feet wide, providing a 22 ft. travelway
and 2 ft. shoulders. The multiple rows of timber support pilings would be replaced by two concrete pile
and girder supports, located on approximately 55 ft. centers. The construction of new bulkheads and
support structure for the terminal ends of the new bridge would lengthen the existing filled causeway,
approximately 35 feet on the east side of the creek, and 15 feet on the west side. No fill material is
proposed below mean high water, however, 2750 square feet of wetlands would be impacted. The
elevation of the proposed structure would be slightly higher than the existing bridge. Class II riprap
would be used to stabilize the side-slopes of the bridge approach causeways. During construction of the
proposed bridge, local traffic would be detoured, via SR 1342, SR 1343, and N.C. Hwy 211.
10. ANTICIPATED IMPACTS
The project would incorporate 2750 square feet of wooded swamp wetlands. The project should not
significantly impact navigation, since there is no reduction of the existing clearance between the bridge
and the water surface. The reduction of bridge supports in the creek would provide more available area
for boat passage. Temporary disruption of the stream bed, and some short-term turbidity is expected
during construction, but should not present any long-term adverse impacts. Because of the close
proximity to wetlands and the river, there is the potential for accidental deposition of earthen material
and/or construction debris into these fragile areas. Strict monitoring and maintenance of sedimentation
and erosion control structures is mandatory during construction.
The project would result in the replacement of an inadequate highway bridges, and provide for the
continuance of safer traffic operations.
